Position Summary

The Conflict Minerals Program Manager is responsible for the design, implementation, and management of TTM Technologies' global conflict minerals compliance program. This individual serves as TTM's subject matter expert on all conflict minerals regulatory requirements — including Dodd-Frank Section 1502, EU Regulation 2017/821, and OECD Due Diligence Guidance — and ensures the company meets its annual SEC reporting obligations across all product divisions.

This role requires a detail-oriented, organized, and proactive compliance professional with strong supplier engagement skills, deep regulatory knowledge, and the ability to work cross-functionally across Legal, Finance, ESG, Quality, and Supply Chain teams.

Essential Functions & Responsibilities

Program Management

  • Design, implement, and continuously improve TTM's end-to-end conflict minerals compliance program across all product divisions
  • Develop and maintain the annual conflict minerals program calendar — ensuring all milestones, deadlines, and filing requirements are met
  • Serve as TTM's primary internal subject matter expert and external point of contact for all conflict minerals matters
  • Maintain comprehensive program documentation, policies, procedures, and audit trail
  • Provide regular program status updates to senior leadership including CFO, CEO, and Board as required
  • Stay current on evolving regulatory requirements and proactively update the program accordingly

Supplier Data Collection & Management

  • Lead the annual CMRT (Conflict Minerals Reporting Template) collection process from TTM's global supplier base across all divisions
  • Manage Extended Minerals Reporting Template (EMRT) and Additional Minerals Reporting Template (AMRT) data collection programs
  • Track and report supplier response rates — identifying gaps and driving completion through systematic follow-up
  • Validate supplier submissions against the RMI (Responsible Minerals Initiative) database for accuracy and completeness
  • Identify and document non-conformant smelters and refiners across TTM's supply chain
  • Engage directly with suppliers to remediate non-conformant smelter findings — driving removal from the supply chain
  • Maintain TTM's supplier smelter database, CID number records, and conformance status tracking

Regulatory Compliance & SEC Reporting

  • Prepare and coordinate TTM's annual SEC Form SD and Conflict Minerals Report filing
  • Ensure TTM's program materially conforms to the OECD Due Diligence Guidance for Responsible Supply Chains
  • Monitor and interpret evolving regulatory requirements — Dodd-Frank, EU CMR (EU 2017/821), EU CSDDD, and OECD guidance updates
  • Coordinate with Legal counsel on annual disclosure obligations, filing review, and regulatory interpretation
  • Support internal and external conflict minerals audits and customer compliance reviews
  • Develop and maintain TTM's conflict minerals policy, ensuring alignment with current regulatory requirements.

Customer & Stakeholder Engagement

  • Respond to customer conflict minerals questionnaires, portal submissions, and compliance audit requests
  • Support customer-facing teams with conflict minerals data and documentation across PCB, RF&S, and Integrated Electronics
  • Represent TTM in industry conflict minerals working groups and forums as appropriate

Training & Communications

  • Develop and deliver conflict minerals training for internal teams — procurement, quality, sales, and supply chain
  • Create and distribute supplier communications regarding conflict minerals requirements, policy updates, and program changes

Qualifications

Education

  • Bachelor’s degree in supply chain management, Business Administration, Environmental Science, Political Science, or a related field required
