The Client Site Representative (CSR) acts as the 'eyes and ears' of the Company on the project site (onshore or offshore) in Angola, ensuring that all Contractor activities are executed safely, efficiently, and in strict compliance with the project specifications, Company requirements, and Angolan regulations. The CSR is the primary interface between the Contractor's site team and the Company's onshore project management team.
Key ResponsibilitiesSafety, Health, and Environment (HSE) Leadership- Promote and enforce an exemplary HSE culture on site, leading by example at all times.
- Ensure the Contractor adheres strictly to all approved HSE plans, procedures, and the Company’s Golden Rules (or equivalent safety standards).
- Act as the Company's point of contact for emergency management on site, ensuring the Emergency Response Plan (ERP) is known and ready for implementation.
- Participate actively in site HSE activities, including daily toolbox talks, safety walkabouts, audits, and hazard assessments (e.g., SIMOPS/COMOPS).
- Exercise the authority to Stop the Work immediately if any unsafe practice or non-compliance with HSE standards is observed.
- Verify that all work is executed strictly in accordance with approved Method Statements (MS), Inspection and Test Plans (ITP), and all relevant project procedures and specifications.
- Witness and inspect critical activities (e.g., lifting operations, equipment installation, fabrication welds) to ensure quality standards are met.
- Manage the Non-Conformance Report (NCR) process on site, ensuring all deficiencies are properly documented, mitigated, and closed out.
- Ensure that all relevant tools, equipment, and personnel certifications are valid and maintained throughout the operation.
- Review and approve site-generated quality documentation, including pre-installation checklists and handover packages.
- Monitor daily operations, ensuring alignment with the approved project schedule and work front priorities.
- Attend daily operational meetings with the Contractor to review progress, upcoming activities, and address any potential interface or execution issues.
- Provide immediate notification and reporting to the onshore team regarding any deviations from the plan, equipment failures, or significant site events.
- Review, challenge, and authenticate the Contractor’s Daily Progress Reports (DPRs) for accuracy of recorded work, consumed resources, and recorded weather downtime.
- Validate that any proposed changes to approved procedures are managed through the formal Management of Change (MOC) process prior to implementation.
- Serve as the main communication conduit between the Contractor/Sub-Contractors and the Company's onshore project team (Engineering, Planning, HSE, Quality).
- Prepare and submit accurate, concise, and timely daily, weekly, and ad-hoc status reports detailing progress, HSE performance, quality issues, resource utilization, and potential risks/mitigations.
- Maintain a detailed log of all key operational parameters, weather limitations, and any events that may affect schedule or cost.
- Education: Bachelor’s degree in Engineering (Mechanical, Civil, Marine, Electrical, or relevant discipline) or equivalent industry experience.
- Experience: Minimum of 10 years of experience in the Oil & Gas industry, with significant experience (minimum 5 years) in a Site/Company Representative role for offshore or onshore construction/installation projects (e.g., SURF, pipelines, FPSO modifications, drilling, subsea operations).
- Technical Expertise: Advanced technical knowledge relevant to the specific project scope (e.g., rigid pipe lay, subsea equipment, lifting operations, brownfield modifications).
- Certification: Must possess all valid offshore survival and medical certifications required for working in Angola (e.g., BOSIET/FOET, HUET, Offshore Medical).
- Language: Fluency in English (written and spoken) is mandatory. Knowledge of Portuguese is an advantage.
- Skills: Strong leadership, decision-making, reporting, and diplomatic communication skills, with a proven ability to manage complex interfaces with contractors and multi-cultural teams.
