Role Overview

We are seeking an experienced Business Analyst to deliver comprehensive I&IT business analysis services for complex enterprise initiatives. This role involves working closely with stakeholders, gathering and documenting requirements, and supporting the development of scalable, compliant technology solutions aligned with public sector frameworks and standards.

Key Responsibilities

• Provide end-to-end business analysis support across diverse business and technology environments
  
• Engage stakeholders and subject matter experts to gather, document, and validate business requirements
  
• Lead and conduct detailed business analysis to identify problems, opportunities, and solutions
  
• Develop business cases, cost-benefit analyses, and feasibility studies
  
• Apply re-engineering concepts to support cost-effective and improved service delivery
  
• Facilitate requirements gathering sessions (JADs, interviews, workshops, mockups)
  
• Produce business modeling artifacts, including:
  
• Use cases
  
• Data models
  
• Process flows
  
• Business rules and non-functional requirements
  
• Align deliverables with enterprise architecture, project methodologies, and governance frameworks
  
• Monitor progress, resolve issues, and report status to stakeholders
  
• Develop performance measures and maintain traceability matrices
  
• Participate in stakeholder communications, including presentations and briefing documentation

Qualifications & Experience

Business Analysis Experience (50%)

• Experience delivering service-oriented design projects
  
• Knowledge of integrated, multi-organization systems and change management
  
• Experience ensuring compliance with security, privacy, and accessibility standards
  
• Ability to assess risks related to security and privacy in system design
  
• Proven experience creating business and technical documentation
  
• Hands-on experience with enterprise architecture frameworks (e.g., Zachman Framework)
  
• Experience with:
  
• Checkpoints, TRA, PIA
  
• Component architecture and design patterns
  
• Logical and physical architecture artifacts
  

Technical Experience (10%)

• Knowledge of system design principles, programming concepts, and development methodologies
  
• Experience with accessibility standards (WCAG 2.0, AODA compliance)
  
• Experience with:
  
• Wireframes
  
• User stories
  
• Use cases
  

Project Experience (40% – Must Have)

• Minimum 10 years of experience in enterprise architecture documentation
  
• Expertise in creating:
  
• Checkpoint/Gating matrices
  
• Logical/physical architecture documentation
  
• Deployment models
  
• Business architecture frameworks
  
• Sequence and data flow diagrams
  
• Experience working with integrated service platforms and payment processing systems
  
• Experience with Azure DevOps
  
• Strong background in Agile development practices
  
• Proven ability to write clear user stories and communicate effectively with development teams
  

Must Have:

Experience with use of Azure - DevOps

experience with writing user stories and ability to explain to the developers.

experience with Agile development practices

Knowledge of Digital Dealer Registration program.

Nice to Have

• Experience in public sector or government environments
  
• Knowledge of accessibility regulations and information management principles
  
• Familiarity with advanced business analysis tools and techniques
