Job Requisition NumberJR102887 ASSISTANT DIRECTOR OF REHABILITATIVE SERVICES (Open)Pay GradeU00844 AClassificationAssistant Director of Rehabilitation ServicesClass DefinitionGENERAL STATEMENT OF DUTIES: To be responsible for the administration of community services including Probation and Parole, Community Confinement (awaiting trial and sentenced), Reentry Services, Victim Services, and any related programs operated by the department to ensure the meaningful rehabilitation of justice involved individuals.
SUPERVISION RECEIVED: Works under the general direction of the Department Director with wide latitude to take initiatives and exercise independent judgement. Work is reviewed through reports and consultation to ensure compliance with laws and policies, and the achievement of departmental goals and objectives.
SUPERVISION EXERCISED: Plans, organizes and reviews the work of a diverse supervisory, professional, technical and clerical staff.
ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
- To administer the probation and parole system to ensure all individuals under community supervision are properly assessed and assigned to an appropriate field office and officer commensurate with the location they reside and their level of risk to ensure compliance with conditions while addressing criminogenic need areas with the goal of reducing recidivism.
- To administer the community confinement program to ensure compliance with all statues and policies for sentenced and awaiting trial individuals as ordered by the court.
- To oversee victim centered programs within the correctional system including victim information notification systems.
- To administer community programming to ensure justice involved individuals are receiving the appropriate interventions and services to transition successfully from incarceration and remain in the community as law abiding citizens.
- To compile and assess statistical data relative to the operations of rehabilitation programs in the community to determine their strengths, weaknesses, and overall effectiveness.
- To prepare or recommend policies and legislation designed to meet the rehabilitation needs of the justice involved population living in the community.
- To review and prepare annual budget information and project the budgetary needs of the division.
- To represent the department before civic and interest groups, the legislature and other parties with interests in the rehabilitation of the adult criminal offender
- To prepare and present regular management reports and recommendations for specific action to be taken to ensure the efficient and effective execution of community services programming.
- To do related work as required.
REQUIRED QUALIFICATIONS FOR APPOINTMENT:
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principals, practices and techniques of rehabilitation of adult justice involved individuals; thorough knowledge of penology and the criminal justice system; a thorough knowledge of the laws effecting rehabilitation of the justice involved individual; thorough knowledge of the sociological, psychological, educational and health issues affecting this population; knowledge of the operations and protocols of secure facilities for incarcerated individuals; knowledge of community service programs; knowledge of basic business math and statistics applied to public program management; knowledge of the management and supervision of employees; familiarity with the public sector budgeting process; the ability to plan and direct a diverse staff; the ability to assess program goals; skill preparing and presenting verbal and written communications; the ability to effectively respond to emergency situations; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Master's degree in the field of psychology, social work, sociology, rehabilitation, public administration, or a closely related field; and
Experience: Such as may have been gained through employment in a position responsible for the management and direction of adults rehabilitative services programs in a large public or private service organization;
Or, any combination of education and experience substantially equivalent to the above.

Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Skills Required
