Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud.  Within CO&I, the Engineering Procurement and Construction (EPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. The APAC Portfolio Manager manages the governance and support the deployment of large-scale, campus, and regionally based datacenter delivery solutions, with accountability for safe, predictable, compliant, and high-quality construction, integration, commissioning, and speed to market. 

The APAC Portfolio Manager combines technical, commercial, organizational, and people leadership capability. The role partners with regional leaders, local project teams, internal stakeholders, consultants, authorities, general contractors, and vendors to make timely data-based decisions and deliver complex, multi-disciplinary projects in line with DCD guidelines, approved baselines, contracted milestones, and Microsoft values. 


Responsibilities

Portfolio Governance and Business Rhythm 

  • Coordinate APAC governance meetings, portfolio reviews, and leadership forums. 

  • Prepare agendas and materials; track decisions, actions, and commitments. 

  • Support project meetings with a safety- and security-first approach. 

  • Turn leadership decisions into clear cross-functional actions. 

Project Tracking, Analytics, and Executive Reporting 

  • Track project cost, schedule, scope, milestones, and KPIs. 

  • Consolidate APAC portfolio health, risks, and escalations. 

  • Produce consistent executive reports and briefing materials. 

Risk Mitigation, Safety, and Regulation 

  • Maintain portfolio risks, mitigations, actions, owners, and decisions. 

  • Monitor safety and security metrics and report issues to leadership. 

  • Promote regulatory compliance and a safety-first culture. 

  • Support audits and incident investigations. 

Budget, Controls, and Financial Acumen 

  • Monitor budgets, project controls, approvals, changes, and payments. 

  • Identify cost-effective delivery options and recommend solutions. 

Vendor Selection and Management 

  • Support RFPs, expenditure requests, and project approvals. 

  • Monitor vendor performance, compliance, cash flow, and budgets. 

Cross-Functional Integration and Goal Alignment 

  • Align Engineering, Operations, Legal, Controls, Planning, Cost, Supply Chain, EPC, Sustainability, and Security teams. 

  • Coordinate APAC-wide initiatives and track implementation. 

  • Share process updates that improve cost, cycle time, and efficiency. 

Continuous Improvement, Standardization, and AI-Enabled Innovation 

  • Share lessons learned and standardize 

    effective

    practices across APAC. 

  • Coordinate approved AI use cases for reporting, risk insights, action tracking, and knowledge management. 

  • Pilot and scale practical AI-enabled workflows with functional and digital teams.

Qualifications

Required / Minimum Qualifications 

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 5+ years related experience OR equivalent experience. 

  • Experience delivering construction or capital projects within a regional, multi-country, or portfolio-level environment. 

  • Demonstrated experience in project governance, reporting, and stakeholder communication with leadership. 

Additional or Preferred Qualifications 

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 8+ of progressive experience in program management, portfolio management, PMO, construction delivery support, capital projects, or complex regional operations. 

  • 5+ years experience working on data center projects. 

  • Experience in mission-critical infrastructure, high-tech manufacturing, major capital projects, or complex engineering programs. 

  • Experienced data analysis and reporting capability, including Power BI, Excel, project controls dashboards, or similar portfolio reporting tools. 

  • Practical experience applying AI, automation, Copilot, Power Platform, document intelligence, or analytics tools to improve governance workflows, reporting efficiency, knowledge management, and decision support. 

  • Working understanding of the construction delivery lifecycle, including schedule milestones, risk management, cost forecasting, safety, quality, commissioning, completion, and handover. 

  • Ability to influence across cross-functional teams without direct authority, with Experienced executive communication skills and the ability to synthesize complex project information into clear leadership narratives. 

    Other Requirements: Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:
    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
