Execute operational tasks professionally and prudently, while ensuring compliance with applicable governance requirements, especially in managing all departmental procurement agreements with suppliers and other stakeholders, including ensuring all suppliers comply with the terms and conditions of the agreements.
The role leads the development and governance of:
- Procurement Management: Facilitate Requisition Operations, Manage Supplier Relationship, Monitor Performance Metrics.
- Administrative Matters: Budgetary preparedness and utilisation, custodianship, continuous improvement/governance and self-development.
- To provide advice or guidance to line section and oversee requisition for goods and services submitted by line sections to ensure compliance with established policy. Liaise with all line sections and Centralised Procurement Department (CPD), to ensure each line section’s requisition is effectively registered, processed and able to be completed in timely manner to ensure line section’s operational requirement is not interrupted. To effectively assist the SCM’s Manager in planning and executing requisitions for line sections for items not taken up by CPD, in line with CPD Service Level Agreement and Requirement.
- To identify all requirements outlines in the terms and conditions of the Agreement with suppliers and monitor compliance of all the requirements. To consistently follow up, including promptly preparing report to escalate necessary information or status to supervisor, to mitigate potential deviation or dispute regarding deliverables. This role includes dispute management i.e., to liaise with legal, procurement and operation team to develop negotiation strategies and resolve any contract-related problems that may arise with other parties and internally with the company itself, such as breach of contract, disputes, claims, etc., and escalate them when necessary and to identify potential risk associated with the contract and develop strategies to mitigate it.
- To consult line sections and develop necessary Key Performance Indicators to gauge supplier’s performance applicable for respective agreements and prepare timely status updates to keep line sections and other department’s stakeholders inform on the performance of supplier.
- To propose enhancement/review SOPs to ensure proper governance is followed and it is reflection of the current work processes, include administering work processes undertaken by subordinates to ensure seamless operation.
- Prepare operating plan, consolidate and review all financial requirements for the section to ensure the availability of funds for any activities to be carried out including its utilisation.
- Act as a custodian of special number (auction) banknotes stock received for safe keeping and ensure it is properly recorded and reconciled.
- Identify training plans for oneself and subordinates in enhancing knowledge and skills in relevant areas. Keep abreast with the latest development in related areas to promote process improvement and efficiency. Collaborate with other sections within JMW to ensure smooth operation in other related areas.
- Perform any tasks assigned by Supervisor.
- Academic Qualifications: Basic Degree in Accounting, Economics, Banking, Business, Finance, Supply Chain Management, Engineering (Mechanical, Material Science), or in any related field.
- Experience: Preferably in the field of currency operations (exchange control matters, cash operations and IT administrative works) or Graduate or possess a minimum of 3 years' experience in related field.
Skills Required
- Basic degree in Accounting, Economics, Banking, Business, Finance, Supply Chain Management, Mechanical Engineering, Material Science, or a related field
- Graduate or minimum three years of experience in a related field
- Preferably experience in currency operations, exchange control matters, cash operations, or IT administrative work
