This temporary position is located at 217 West Jones Street, Raleigh - Wake County, with the Department of Environmental Quality.   

 
Job Order Hourly Rate of Pay: $34.00 (Based on education and/or years of relevant work experience reflected on the application).  
 
Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.  The Knowledge, Skills, and Abilities listed within this vacancy announcement will be used only as management preferences and will be used to screen for the most qualified pool of applicants. 

This position has supervisory responsibility and reports to the Controller.

The primary purpose of this position is to manage the accounts payable team of 4 accounting technicians and provide general accounts payable support within the Financial Services Division (FSD) of the department. The successful candidate will oversee the accounts payable processes in the North Carolina Financial System (NCFS).

The position works independently and is responsible for timely response to management assignments and division questions.

Key Responsibilities:

  • Responsible for setting accounts payable policies and procedures.
  • Tracking and reporting payment timeliness and analyzing trends to improve performance.
  • Developing and providing training to departmental staff.
  • Providing a positive customer experience.
  • Responsible for timely and accurate processing of invoices, grant payments and employee expense reimbursements for the department.
  • Researching, analyzing and solving problems related to NCFS payments.
  • Compliance with policies and procedures of the State Controller, State Budget, and the department.
  • Communication with internal and external parties concerning payment status and processing.

Minimum Education and Experience

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting; or equivalent combination of education and experience.
