The North Carolina Department of Revenue is recruiting for a Manager of Operations in our Excise Tax Division. Duties for this position include, but are not limited to:
-Supervise the Operations Section which includes the supervisors of the Returns Processing unit, Returns Resolutions and Support Services unit
-Assist the Assistant Division Director in formulating tax policy, reviewing proposed legislation, and resolving complex or controversial tax issues
-Review and propose revisions to clarify the Division’s position in situations involving multiple interpretations
-Assist in analyzing the impact of legislation on forms, procedures, compliance and enforcement and recommends whether additional funds and staff are needed
-Review drafts of new legislation being proposed and explain the results to Division management and any other interested party
-Provide technical assistance and interpretation of tax laws and procedures usually related to pending legislation, difficult tax questions and policies/procedures
-Attend conferences and participate in the analysis of tax issues such as new laws and serve on panels to problem-solve

Demonstrated supervisory experience
Skills in planning, organizing, leading and negotiating
Knowledge of current and former North Carolina Revenue laws and administrative rules in order to apply to complex or unusual situations
Strong communication and interpersonal skills to be able to communicate, orally and in writing, with employees, taxpayers, trade associations, and other state and federal agencies
Recruitment Range: $60,881 - $95,127

Bachelor’s degree in Business/Public Administration, Economics, Accounting or related field from an appropriately accredited institution and four years of experience in tax accounting and auditing work; or an equivalent combination of education and experience.EEO Statement
