Provide temporary business process consulting to Austin Economic Development: lead process improvement teams, develop project plans, perform data analysis, define performance measures and targets, advise on organizational change, and communicate recommendations across all levels.

Manage and coordinate systemwide library programs by setting goals, standards, budgets, and procedures; supervise staff; monitor and evaluate program effectiveness; coordinate with stakeholders, vendors, and the public; provide technical advice and financial information; and implement continuous improvement strategies across multiple projects.

Supervise staff and functions for wholesale energy market operations and analysis (QSE trading, day-ahead/real-time/forward markets). Ensure ERCOT/NERC compliance, develop models and tools (SCUC, production costing), evaluate market economics and risk, manage contracts, liaise with industry stakeholders, and lead team policy/process improvements.

Performs procurement and contract services under delegated authority including informal and formal solicitations (RFQ, IFB, RFP, RFQS), purchase orders, contract formation, contract management and administration, category management, advisory support to departments and vendors, occasional buying, and contract compliance monitoring.

Coordinate and administer wildfire mitigation and prevention programs, community education and training, CWPP and FAC implementation, prescribed burn participation, policy review, evacuation planning, GIS-based risk modeling, and interagency coordination to enhance community wildfire resilience.

Designs, administers, secures, and optimizes enterprise Oracle and SQL Server databases. Responsibilities include backup/recovery, performance tuning, capacity planning, monitoring, scripting/automation, incident troubleshooting, and supporting high-availability and business-continuity solutions across production and test environments.

Optimize, nominate, schedule, and invoice wholesale power and fuel; forecast market prices and trends; perform QSE bidding and ERCOT market settlement support; maintain SCADA/GMS and historian systems; issue dispatch orders and ensure ERCOT/NERC compliance.

Lead and manage complex internal audits and fraud investigations for a municipal utility. Plan audit scope, perform risk assessments and control testing, analyze data, interview personnel, draft reports, present findings to management and audit committee, develop audit policies, and coach audit staff.

Manage and supervise departmental procurement, contracts, and grants. Develop, negotiate, implement, monitor, audit, and revise contracts and grants for compliance and cost savings. Manage digital communications for a municipal department: develop strategic plans and campaigns, write/edit web and newsletter content, manage mobile app and digital advertising, perform media relations, produce videos/PSAs, and coordinate public outreach and education. Lead projects and may train staff; respond during emergencies.

Provide senior HR advisory and operational oversight focusing on process improvement: develop SOPs and desk manuals, map workflows, analyze HR data, manage SharePoint knowledge systems, train managers, ensure compliance, and partner with leaders to implement cross-functional HR process changes.
