Success is measured through pipeline quality, customer access, qualified bids, capture progression, win rates, bookings, and revenue growth.

Lead and scale the federal proposal function, managing complex IDIQ, BPA, task order, and GWAC proposals from pre-RFP through submission. Oversee proposal managers and coordinators, develop schedules and compliance matrices, conduct color team reviews, ensure FAR and Section L/M compliance, and deliver high-quality submissions on time. Partner with Capture, Business Development, Solutions, Pricing, and executives on bid decisions, win strategies, discriminators, executive summaries, and oral presentations.

Leads administration and execution of an FCC BPA and associated task orders, overseeing staffing continuity, schedules, risks, quality, reporting, deliverables, transitions, and stakeholder coordination. Ensures compliance with FCC security, performance, and contract requirements while supporting business case, impact, benchmarking, and implementation planning for IT initiatives. Coordinates with CORs, CIO leadership, technical teams, and business stakeholders.

Develop and maintain Power Apps and Power Automate solutions for Department of the Interior mission and administrative processes. Build Dataverse models, integrate Microsoft 365 and third-party APIs, and implement secure, reliable, accessible applications. Responsibilities include requirements analysis, development, testing, UAT, deployment, monitoring, troubleshooting, performance optimization, documentation, and knowledge transfer in a federal IT environment.

Build and maintain relationships with HSIN stakeholders across government, private-sector, and homeland-security communities. Develop outreach and adoption strategies, coordinate meetings, webinars, workshops, exercises, demonstrations, training, and events. Create communications materials including newsletters, fact sheets, case studies, briefing decks, and web content. Track engagement activity and metrics, maintain stakeholder plans and reports, and provide operational support for exercises, incidents, visits, and special events.

Serve as the senior technical authority for Microsoft Power Platform and Microsoft 365 solution delivery. Design enterprise architectures integrating Power Apps, Power Automate, Dataverse, SharePoint, Teams, Graph API, and third-party APIs. Establish ALM, environment, deployment, version-control, and release governance. Conduct architecture, code, configuration, and performance reviews while ensuring compliance with Federal IT, security, privacy, accessibility, and records-management requirements. Guide documentation, knowledge transfer, maintainability, and long-term sustainment planning.

Leads a federal IT program supporting Department of Labor SWARAS operations, maintenance, security, database operations, reporting, help desk, releases, and enhancements. Manages cross-functional teams, Agile governance, risks, quality, SLAs, transition, staffing, stakeholder communications, vendor coordination, and executive reporting while ensuring service continuity and compliance.

Lead cybersecurity compliance for a Department of Labor FISMA Moderate application ecosystem. Manage RMF, NIST controls, ATO documentation, CSAM artifacts, risk registers, POA&Ms, vulnerability findings, continuous monitoring, audits, secure SDLC evidence, incident response coordination, and remediation across application, database, infrastructure, and DevSecOps teams. Support governance, CPIC reporting, and DOL cybersecurity stakeholders.

Leads DevSecOps and application sustainment for federal DOL enterprise applications. Responsibilities include managing CI/CD pipelines, production operations, releases, configuration management, automated testing, vulnerability remediation, secure SDLC implementation, Tier 3 incident resolution, root cause analysis, and moderate enhancements. Supports Java, Spring Boot, WebSphere, AWS, Linux, and Windows environments while coordinating with DBAs, ISSOs, help desk teams, and program leadership. Manages cross-functional workstreams, schedules, budgets, risks, dependencies, deliverables, reporting, governance, change management, staffing continuity, security coordination, onboarding, transition, and knowledge transfer while ensuring compliance with DHS, privacy, CUI, Section 508, and security requirements.

Designs and guides cloud and solution architectures for FCC modernization, migration, application modernization, integrations, and cloud platform adoption. Responsibilities include cloud readiness assessments, target architecture modeling, transition planning, architecture governance, compliance and risk guidance, and enterprise platform integration across AWS, ServiceNow, MuleSoft, Okta, and related systems.

Provide senior technical expertise for the USDA EPDS application and database during migration and ongoing operations. Responsibilities include migration planning and troubleshooting, validating functionality and data, resolving application, database, interface, and data defects, documenting processes, supporting knowledge transfer, maintaining system operations, and recommending enhancements.
