Serves as a financial business partner for assigned organizational units. Manages annual budgets and mid-term financial plans, analyzes expenditures and budget variances, advises staff on funding and coding, processes purchase requisitions and invoices, verifies compliance and fund availability, prepares accruals, and produces financial reports. The role requires coordination with multiple business units and effective communication with management.

Designs, develops, implements, and evaluates technical training programs for light rail and commuter rail operations and maintenance. Creates classroom, eLearning, blended, hands-on, and simulation-based curricula covering rail vehicles and systems. Conducts needs assessments, gap analyses, and training evaluations; develops multimedia materials; supports instructors; collaborates with subject matter experts and operational stakeholders; and ensures alignment with safety, regulatory, and operational requirements.
