Develops Excel-based financial models, revenue projections, revenue requirements, cost allocations, rate and fee designs, bond feasibility studies, and related analyses. Communicates with clients, prepares reports and presentations, supports business development, manages multiple project deliverables, and leads junior staff. The role requires advanced Excel and database skills, strong communication, and overnight travel as needed.

Lead and manage a proposal team to develop compelling proposals and interview presentations. Improve proposal processes, collaborate with project managers on win themes, review and produce proposals (Word/PowerPoint), maintain proposal metrics, perform daily RFP searches, and mentor staff. Work is deadline-driven and requires strong editing, formatting, and team leadership.
