Leads business process improvement, workflow automation, enterprise system planning, implementation, integration, and performance management for a public Utilities Division. Translates operational needs into technology requirements, process models, user stories, and technical specifications. Coordinates testing, deployment, vendors, system enhancements, dashboards, governance, troubleshooting, and change management. Leads cross-functional teams and monitors KPIs, system reliability, operational efficiency, user adoption, and realized benefits.

Coordinates governmental accounting, fiscal management, audits, grant and budget controls, journal entries, financial reporting, purchasing accountability, and annual budget preparation. The role monitors expenditures, maintains accounting systems, supports procedures and training, and may supervise employees. It requires compliance with county, state, and federal regulations, emergency shelter assignments, and a valid driver’s license.

Designs, implements, administers, and supports enterprise VoIP and unified communications systems. Manages dial plans, SIP trunking, SBCs, PBX/voicemail, E911, IVR, call recording, and paging. Integrates voice with LAN/WAN, security, and cloud services, monitors call quality, coordinates vendors, leads projects, documents systems, and provides training. Travel and on-call duties required.

Operate, maintain, and troubleshoot the county SCADA system for water and wastewater facilities. Support PLCs, VFDs, HMIs, SCADA software, network equipment, Windows Server/VM environments; maintain documentation, SOPs, security systems, and coordinate vendors. Participate in on-call rotation and follow safety standards.

Plan, implement, and maintain county network, storage, and server infrastructure. Troubleshoot performance, analyze traffic, manage SAN and VMware environments, support AD, backups, cloud infrastructure, and ensure security, disaster recovery, and capacity planning. Provide project support and coordinate with departments.

Lead development and refinement of traffic signal timing and coordinated systems, respond to public concerns, perform traffic data collection and analysis, review engineering plans, sign and seal documents, oversee street lighting, and provide leadership in Traffic Section operations.

Supervise application support, databases, and GIS staff; manage enterprise systems architecture, Oracle/SQL databases, SLAs, vendor relationships, budgets, and strategic IT planning; coordinate cross-team projects, training, and after-hours emergency response.

Provide professional planning support for land use, zoning, permitting, and long-range planning. Responsibilities vary by level from research, GIS mapping, permit and policy reviews, staff reports, public outreach, and interdepartmental coordination to leading complex projects, grant oversight, and supervising planning staff for senior roles.

Assist the Recreation Supervisor in planning, executing, and evaluating countywide recreation programs and special events. Coordinate sponsorships, recruit and train volunteers, manage youth sports organizations and contractor compliance, respond to public inquiries, assist hiring and oversee staff, conduct coach certification clinics, and perform related administrative and on-site duties requiring physical ability and flexible hours.

Lead and manage large water, wastewater, and reclaimed water capital projects from planning through construction. Oversee consultants, contractors, budgets, schedules, permitting, technical reviews, procurement, and stakeholder coordination. Mentor staff, provide strategic capital planning support, and ensure regulatory compliance and project delivery.

Manage all phases of transportation and drainage CIP projects including PD&E, design, ROW, utility coordination, bidding, and construction. Review consultant submittals, negotiate scopes/fees, track budgets and schedules, coordinate inspections and grant reporting, and prepare procurement and BoCC agenda items.
