The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

MAJOR FUNCTION
Leads and manages large, complex Utilities Capital Improvement Program (CIP) capital projects involving potable water, wastewater, and reclaimed water infrastructure. Oversees project planning, design, and construction activities by coordinating consultants, contractors, and project teams; conducts engineering analyses and evaluations; and manages project budgets, schedules, reporting, and documentation. Provides senior-level coordination with regulatory agencies, County departments, elected officials, and the development community, while supporting Utilities leadership with strategic planning, capital improvement programming, and long-term infrastructure planning.

ILLUSTRATIVE DUTIES
Project Management
• Manages complex Utilities CIP projects from conceptual planning through design, permitting, construction, and close-out.
• Monitors project schedules, budgets, and performance to ensure alignment with County objectives.
• Presents project updates and technical information to County leadership, regulatory agencies, and public stakeholders.
 

Technical Oversight
• Provides technical review and guidance for engineering reports, design plans, specifications, cost estimates, and construction documents.
Leadership and Staff Development
• Leads project teams and mentors engineering and project management staff.

Contract and Procurement Administration
• Oversees procurement and administration of professional services and construction contracts.
• Reviews consultant and contractor invoices and ensures compliance with contract requirements.
 

KNOWLEDGE, ABILITIES AND SKILLS
• Extensive knowledge of civil and environmental engineering principles related to water, wastewater and reclaimed water systems.
• Advanced knowledge of regulatory requirements governing utility infrastructure projects.
• Strong understanding of engineering design standards, utility construction practices and capital project delivery methods.
• Ability to lead multidisciplinary project teams and manage complex infrastructure programs.
• Ability to analyze technical, operational and financial data to support decision making.
• Excellent leadership, communication, negotiation and presentation skills.
• Proficiency in Microsoft Office applications and project management tools.
 

MINIMUM QUALIFICATIONS
• Graduation from an Accreditation Board for Engineering and Technology (ABET) accredited four (4) year college or university with major coursework in civil or environmental engineering.
• Minimum of ten (10) years of experience in engineering design, permitting and project/construction management involving water and wastewater utilities.
• Minimum of four (4) years of supervisory or senior project management experience.

LICENSING REQUIREMENTS
• Must possess or obtain a valid Florida driver’s license within 30 days of employment.
• Must possess and maintain a current Professional Engineer (PE) license in the State of Florida.
A comparable amount of related training and experience may be substituted for the minimum qualifications. This substitution acceptability shall be determined at the sole discretion of the County.
 

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.

Skills Required

  • ABET-accredited four-year degree in civil or environmental engineering
