Leads multiple concurrent IT programs and projects from planning through implementation. Manages scope, schedules, budgets, resources, risks, vendors, deliverables, and stakeholder communications. Oversees cross-functional technical teams, government customers, and contractors while supporting modernization, cloud, infrastructure, cybersecurity, and enterprise application initiatives. Provides executive reporting, ensures compliance with IT and security standards, mentors project resources, and drives service delivery and process improvements.

Develops and coordinates external communications for federal biomedical research programs. Responsibilities include writing and editing web content, newsletters, articles, announcements, research stories, presentations, and stakeholder materials; translating complex scientific information for varied audiences; managing content reviews and calendars; ensuring accessibility, plain-language, branding, and editorial compliance; supporting multimedia communications; tracking outreach metrics; and maintaining digital communication assets.

Supports business development, capture, proposal, and marketing activities across the growth lifecycle. Responsibilities include researching government opportunities, maintaining capture pipelines, coordinating proposal production, editing content, creating graphics and templates, developing presentations and capability materials, organizing content libraries, and tracking deadlines and action items. The role requires strong writing, organization, visual judgment, communication, and follow-through while managing multiple contributors and assignments.

Provide budget and financial support by maintaining tracking tools and records, compiling and reconciling federal financial data, preparing recurring and ad hoc reports, supporting audits and year-end activities, and developing spreadsheets, dashboards, and documentation to improve budget execution and reporting.

Lead funds control and fiduciary management, formulate and present budgets, oversee grants and contracts, analyze budget trends and authority, develop budgetary policy, maintain internal financial control systems, and advise program officials on budget execution.

Provide comprehensive administrative and operational support to the Scientific Director: serve as primary point of contact, coordinate meetings and travel, manage calendars and tracking systems, analyze programs and risks, prepare documents and reports, support procurement and personnel administrative actions, maintain website accuracy, and drive continuous process improvements across the organization.
