Administers federal grants and cooperative agreements throughout the grant lifecycle, including solicitation, pre-award review, post-award monitoring, budget analysis, compliance oversight, reporting, and award closure. Coordinates with program officials and grantees, interprets regulations, manages agreements and financial issues, prevents funding lapses or overspending, supports enforcement decisions, develops procedural guidance, and recommends process improvements.

Leads multiple concurrent IT programs and projects from planning through implementation. Manages scope, schedules, budgets, resources, risks, vendors, deliverables, and stakeholder communications. Oversees cross-functional technical teams, government customers, and contractors while supporting modernization, cloud, infrastructure, cybersecurity, and enterprise application initiatives. Provides executive reporting, ensures compliance with IT and security standards, mentors project resources, and drives service delivery and process improvements.

Develops and coordinates external communications for federal biomedical research programs. Responsibilities include writing and editing web content, newsletters, articles, announcements, research stories, presentations, and stakeholder materials; translating complex scientific information for varied audiences; managing content reviews and calendars; ensuring accessibility, plain-language, branding, and editorial compliance; supporting multimedia communications; tracking outreach metrics; and maintaining digital communication assets.
