Supports government contract proposals, negotiations, awards, and post-award administration for defense programs. Responsibilities include preparing contract volumes, managing contracts in Deltek Costpoint, reviewing FAR and DFARS clauses, handling ITAR/EAR implications, administering FFP and CPFF contracts, monitoring invoicing and funding, ensuring compliance, and leading contract changes. The role interfaces with government contracting officers, prime contractors, subcontractors, and vendors.

Leads technical proposal development for SBIR, BAA, and other government-funded research opportunities. Translates electro-optical and sensor-system concepts into compliant, persuasive technical narratives; coordinates with scientists, engineers, program managers, and contracts staff; tracks solicitations; and supports concept design, modeling, simulation, prototyping, testing, and post-award transition planning.

Leads full-cycle technical recruiting and talent sourcing while partnering with managers on organizational design, succession planning, performance management, employee relations, compliance, benefits, compensation, and HR process improvement. Manages ATS data, staffing agencies, interviews, recruiting metrics, affirmative action reporting, HR audits, policy implementation, employee handbooks, events, and HR software projects.

Leads business development and capture strategy across defense and commercial markets, building qualified pipelines, shaping requirements, developing win strategies, and driving proposals through contract award. Builds relationships with DoD program offices, prime contractors, and government decision-makers; manages forecasting, market analysis, account portfolios, and customer engagement. Represents the company at trade shows and industry events and travels extensively to support customer pursuits. Owns bookings and revenue outcomes for technically complex products and programs.

Leads the end-to-end development of ruggedized military electronics, including circuit board design, embedded firmware, systems architecture, testing, verification, and prototype transition to production. The role uses Altium Designer, C, VHDL, and FPGA/CPLD technologies while ensuring compliance with customer requirements and industry standards. It also involves coordinating subsystem integration, managing project milestones, and presenting design progress.

Develop and execute test plans for ruggedized military hardware, automate testing, analyze data, design test fixtures, troubleshoot electronics and embedded code, perform root cause analysis, and conduct environmental and EMI/EMC/ESD testing while documenting results and collaborating with cross-functional teams.
