Support VA IT Budget and Finance by sustaining and enhancing the TBM Cost Transparency Model using Apptio. Analyze, validate, and map financial and operational data to TBM taxonomy, build data workflows and ETL processes, support data governance, automate financial reporting, and assist senior staff in client meetings to enable data-driven IT budgeting and investment decisions.

Support deployment of Momentum Financials across the VA using SAFe: maintain the Program Management Plan, coordinate SAFe ceremonies and program meetings, produce decision-ready Power BI dashboards, automate reporting via Agility/JIRA, manage knowledge and change, identify and analyze risks and dependencies, and oversee defect and quality management with vendors.

Lead requirements analysis and process design for Momentum Financials implementations. Elicit, consolidate, and trace requirements (Epics, Features, User Stories) in a SAFe Agile environment, perform gap analyses, maintain the RTM, support roadmap and implementation planning, and identify risks and dependencies for VA federal financial management customers.

Lead Momentum performance testing efforts in a cloud environment: design and implement automated performance testing frameworks, integrate with CI/CD, troubleshoot Momentum configurations, analyze logs and failures, mentor testers, manage test environments/data, and deliver scalable, documented testing solutions for a federal customer.

Lead planning and execution of system integration, regression, and UAT for Momentum ERP implementations. Develop and run manual and automated test scripts, ensure 100% requirements traceability, manage defect logs, validate federal compliance (Section 508, TRM, VIP), mentor junior testers, and coordinate testing activities with government stakeholders and other vendors.

Lead and execute data conversion testing for Momentum ERP releases: validate ETL logic, source-to-target mappings, transformation rules, reconcile pre/post financial balances, run automated comparisons, manage defect log, and support mock conversions and cutover readiness.
