Analyzes quantitative and qualitative program data for NIH research infrastructure initiatives. Develops study methods, evaluation criteria, dashboards, reports, visualizations, and briefing materials; validates data, identifies trends and gaps, evaluates program performance and costs, and recommends operational improvements. Designs and implements secure, scalable cloud architectures for public health data modernization. Assesses on-premises, cloud, and hybrid environments; deploys and troubleshoots AWS solutions; establishes governance and security standards; and supports automation, DevOps, CI/CD, and cloud-native security. Collaborates with engineers and product stakeholders, uses generative AI tools, leads technical decisions, mentors team members, and contributes to complex cloud initiatives.

Supports CDC foundational and healthcare data assets across their full lifecycle, including ingestion, validation, quality control, transformation, documentation, versioning, dissemination, and archival. Evaluates data quality, analytical readiness, and fitness for use; develops reusable data products, metadata, ontology objects, extracts, and analytic assets. Performs analysis using Python, R, SQL, SAS, Spark, and Databricks; collaborates with scientists, analysts, engineers, and program staff; and provides technical assistance promoting reproducible, standardized data management practices.

Provides advanced federal HR support for DHS and ICE across staffing, classification, benefits, recruitment, compensation, employee relations, policy, and SES programs. Develops HR policies and SOPs, maps workflows, improves internal controls, produces workforce reports, and conducts studies on mobility, competencies, career paths, performance, staffing structures, and workforce demand.

Provides federal HR support for staffing, classification, payroll, benefits, compensation, leave, employee relations, and personnel actions. Processes complex pay and retirement cases, maintains personnel records, conducts desk audits, prepares reports, researches HR policies, and advises managers and employees. Also provides administrative support, including calendar coordination, travel arrangements, meeting preparation, correspondence, filing, document management, and office supply monitoring.

Administer enterprise SaaS and AWS cloud environments, including platform onboarding, identity and access management, SAML/OIDC integrations, troubleshooting, monitoring, documentation, and security compliance. Resolve web application issues, maintain reliable system operations, and collaborate with cross-functional teams. The role requires extensive systems administration experience and familiarity with AWS services, networking, vulnerability remediation, and regulated systems.

Support processing of personnel actions, onboarding/offboarding, records management, SF-52 processing, eOPF maintenance, customer inquiries, orientations, and HR administrative tasks using federal HR systems.

Design, build, and execute automated and manual test frameworks and scripts (primarily UiPath/RPA). Perform regression, smoke, compatibility, and functional testing; document defects and traceability. Lead test automation strategy, mentor QA engineers, manage test execution across environments, and collaborate with development and infrastructure teams to deliver reliable application releases.

Design, build, monitor, and optimize scalable ETL/data pipelines on Azure. Collaborate with scientists and engineers to integrate systems, support analytics/ML, and ensure performance, cost-effectiveness, and data governance.

Develop and deliver end-to-end web applications using React/TypeScript and backend technologies (C#, .NET, SQL/PostgreSQL). Integrate with CI/CD/DevSecOps pipelines, support cloud (AWS) deployments, troubleshoot performance, and participate in agile design and delivery.
