Responsible for the installation, maintenance, and monitoring of instrumentation and control systems, providing guidance on PCS issues, troubleshooting, and developing control strategies.

The Process Control Analyst II ensures the integrity of the Process Control System, implements algorithms and dashboards, and maintains system integrity while collaborating with operations to optimize wastewater treatment processes.

Maintains electronic, electrical, pneumatic, and mechanical instrumentation and industrial process control systems. Troubleshoots and repairs PLCs, operator interfaces, field signals, bus networks, VFDs, and valve actuators. Performs commissioning, system integration, root-cause analysis, work planning, documentation, and training. The role requires interpreting electrical drawings, P&IDs, PLC and PCS logic, using electronic test equipment, operating Authority vehicles, and working in challenging industrial environments.

Manages DC Water’s Capital Improvement Program by overseeing consultant and contractor performance, deliverables, schedules, budgets, quality, risks, invoices, and contractual compliance. Develops performance measures, dashboards, corrective actions, and recommendations; participates in confidential procurement evaluations; coordinates with engineering, operations, procurement, finance, and compliance stakeholders; and advises leadership on contract effectiveness, disputes, modifications, and program priorities.

Recruits management-level candidates by developing sourcing strategies, screening applicants, coordinating interviews, conducting reference and background checks, administering pre-employment testing, and extending offers. Advises hiring managers, supports recruiting staff, analyzes staffing activity, coordinates job fairs, maintains compliance with employment laws and collective bargaining agreements, and improves hiring policies and procedures.

Manages DC Water’s Capital Improvement Program by overseeing consultant and contractor performance, deliverables, schedules, budgets, quality, risks, invoices, and contractual compliance. Develops performance measures and dashboards, evaluates procurement proposals, resolves complex project and stakeholder issues, and advises leadership on contract effectiveness, disputes, corrective actions, and program priorities. Coordinates with engineering, operations, procurement, finance, compliance, and asset management teams to support successful capital project delivery.

Performs entry-level process and civil engineering work for water and wastewater facilities. Conducts field process testing and laboratory tests, maintains field analyzers, prepares engineering studies and designs, supports facility construction and repairs, reviews consultant designs and contractor submittals, assists with change orders, provides limited control room coverage, and prepares reports. Works under close supervision while developing professional engineering knowledge and abilities.

Manages complex strategic sourcing and contracting projects across assigned categories. Develops category strategies, conducts market research, creates and evaluates RFx documents, negotiates contracts, manages supplier and stakeholder relationships, monitors performance and compliance, and supports risk management and dispute resolution. Provides category expertise, leads cross-functional sourcing teams, promotes supplier diversity, and advises on procurement policies and procedures.

Provides strategic and hands-on HR consultation, coaching, workforce planning, performance management, employee relations guidance, and organizational change support. Leads inclusion, diversity, and equity programs; analyzes workforce trends; advises managers on policies and legal compliance; supports succession planning, talent development, engagement, onboarding, and labor relations initiatives across the organization.

Lead the CIP Project Controls team to develop and manage cost-loaded schedules, budgets, and 10-year CIP forecasts. Administer Oracle Primavera P6, support change management, produce monthly/quarterly reports and KPIs, maintain SharePoint resources, coordinate with OCFO and stakeholders, and supervise staff.

The Category Manager, Capital Procurement oversees sourcing projects, developing strategies, negotiating contracts, and managing vendor relationships to deliver value to DC Water.

Support alignment and delivery of DC Water's compensation programs. Advise HRBPs and managers on complex compensation matters, conduct job evaluations and desk audits, lead compensation projects, perform pay equity and salary analyses, develop job descriptions, provide training, and prepare special reports.
