Role Description: 

The Manager, CIP Project Controls plans and directs activities concerned with developing and coordinating the Capital Improvement Program (CIP) by performing the following duties personally or through subordinate staff.


Essential Duties & Responsibilities: OA0393
  • Develops and communicates the Capital Improvement Program (CIP) project information (budgets, costs, schedules, etc.) for use by Operations and Engineering, Office of Chief Financial Officer (OCFO) and Board of Directors (BOD).

  • Responsible for determining the availability of funding for capital projects, contracts and related project/subproject/contract changes. 

  • Provides direction in the development of capital projects and subprojects schedules. Provides corresponding training and guidance for the scheduling tool and processes. 

  • Manages the administration of Oracle Primavera P6 (DC Water’s CIP management tool), including user accounts and levels of access.

  • Provides support for the change management process.

  • Provides guidance in project management knowledge areas and best practices. 

  • Prepares regular and special reports and presentations for stakeholders including BOD. 

  • Responsible for supporting the development of the 10-year CIP commitment and disbursement projection, including wholesale customer cost shares for use by the Chief Financial Officer for financial planning and billing. 

  • Works closely with the OCFO on capital disbursements reporting, and other OCFO required CIP reports.

  • Responsible for supporting the development and maintenance of standard operating procedures for the business processes for CIP development and project controls.

  • Responsible for maintaining the Project Controls P6 SharePoint support site (front-end), which hosts CIP related documents, SOPs, Training Videos and presentations.

  • Responsible for the quality and timeliness of key CIP deliverables, such as (but not limited to) the Monthly Disbursements reports, KPI reports, Quarterly CIP Reports and the 10-year CIP forecasts.

  • Responsible for development of the 10-year Capital Improvements Program forecast and corresponding monitoring of spending performance. 

  • Responsible for daily management of staff who develop and provide CIP cost-loaded CPM scheduling services and related deliverables.

  • Performs other duties and responsibilities as assigned by the direct supervisor.

Supervisory Responsibilities: Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the area.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, representatives from other organizations and government agencies, etc.

Required Experience:

A minimum of seven (7) years of demonstrated experience managing a schedule for a large capital improvement program involving infrastructure, treatment plants, and pump stations or equivalently diverse projects using Oracle Primavera P6, including three (3) years of supervisory experience.

Experience administrating Oracle Primavera P6, including OBS and EPS, and managing multi-schedule programs.Minimum Education Requirements:Bachelor’s degree in Engineering or a related field from an accredited college or university.Required Skills: Knowledge of Critical Path Method techniques and Earned Value Management.Microsoft Excel skills, experience with Microsoft Access, SharePoint, PowerPoint.Interpersonal skills, including the ability to motivate and influence others, build effective interpersonal relationships, and foster and contribute to a positive and productive team environment.Attention to detail.Analytical, planning, and organizational skills.Ability to communicate effectively, orally and in writing.Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e., Word, Excel, email, Teams, etc.).Required Licenses & Certifications: N/APhysical Requirements:   General office conditions.

Skills Required
