Administers broad HR functions for the City, including recruitment, onboarding, payroll and benefits, leave and workers’ compensation, employee relations, training, performance management, compensation analysis, compliance, records, reporting, and employee engagement. The role advises employees and supervisors, coordinates benefits and claims, supports audits and legal compliance, maintains confidential records, and contributes to organizational initiatives.

Directs a city’s IT department and technology services, including strategic planning, cybersecurity, architecture, budgets, purchasing, vendor management, policies, systems administration, and top-tier technical support. Advises city leadership and departments on technology needs, oversees secure and reliable IT operations, and manages department personnel, contractors, and service providers.

Provides administrative, technical, and customer service support for Community Development Block Grant and related programs: reviews applications and eligibility, maintains applicant and financial records, monitors budgets and purchase orders, coordinates property closings and environmental reviews, prepares public notices and correspondence, meets with community members, oversees youth work program, and processes travel and reimbursements.

Oversee project financials to ensure budgets are met; process and review construction invoices and retainage; review budget adjustments, expense requisitions, and expense reports for compliance; assist departments with operating and capital budgets, prepare regular and special financial reports, and support preparation of final budget documents; collaborate with management, teams, and vendors to achieve project and fiscal objectives.
