Provide legal representation for the City of Manchester by prosecuting misdemeanor, traffic, zoning, and related cases; conduct litigation in State and Federal courts including appeals; prepare cases, research law and ordinances, interview witnesses and officers, represent City at pre-trial conferences, draft proposed ordinances/resolutions, supervise legal support staff, and coordinate with city departments and the public.

Coordinates citywide payroll processing, benefits administration, tax information, employee records, leave tracking, time-sheet reviews, and payroll adjustments. Verifies salaries, issues manual checks, oversees workers’ compensation supplemental pay, maintains confidential personnel files, and supports HR compensation and benefits functions. Provides payroll guidance and training, assists with ERP implementation, calculates compensation costs, ensures policy compliance, responds to inquiries, and prepares accurate reports.

Conducts commercial, residential, industrial and exempt property appraisals for taxation. Performs field inspections, maintains CAMA tax rolls, handles appeals and litigation, computes tax rates and overlays, prepares state submissions, supervises staff, and advises City leadership on assessment matters and revaluation projects.
