Performs complex municipal accounting and financial analysis, including general ledger maintenance, reconciliations, month-end close, financial reporting, audits, GASB implementation, and capital project monitoring. Supports financial ERP systems, accounting controls, process improvements, and cross-departmental projects. Provides financial data, evaluates procedures, assists with training, and coordinates with IT and auditors. Requires strong accounting knowledge, analytical skills, communication, and the ability to manage multiple priorities.

Manage multiple capital improvement projects from scoping through construction completion. Duties include contract development, cost estimating, bid preparation, coordinating utility relocations, inspections, change order and pay estimate review, supervising inspection staff, and ensuring compliance with safety and funding documentation requirements.

Responds to fires, medical emergencies, hazardous materials incidents, and rescue situations. Operates fire apparatus, hoses, ladders, breathing equipment, and specialized tools; performs fire suppression, forcible entry, victim rescue, EMT-B care, and CPR. Maintains equipment and station readiness, supports fire prevention and public education, installs smoke detectors, and follows OSHA and City safety standards in hazardous environments.

Supports daily sewer collection system operations, including wastewater reporting, system cleaning, root control, FOG compliance, lift station monitoring, inspections, utility locating, emergency response, and maintenance. Collects field data, prepares regulatory reports, operates specialized equipment, assists engineering and GIS staff, coordinates with property owners, and helps maintain water and sewer infrastructure. The role requires outdoor work, on-call availability, regulatory compliance, safe equipment operation, and physical labor in challenging conditions.

Reviews building plans and construction documents for compliance with North Carolina State Building Codes and High Point ordinances. Conducts residential building inspections, investigates code violations, prepares reports and enforcement correspondence, participates in administrative hearings, researches property records, and advises the public on code requirements and project status. Operates vehicles, computers, inspection tools, and testing equipment while following OSHA and City safety standards.

Receives and triages voice, text, and video emergency communications; dispatches fire, law enforcement, and EMS resources; operates CAD, radio, criminal information, and 911 systems; documents responses; communicates with distressed individuals and partner agencies; monitors public safety systems; performs equipment testing and basic maintenance; and follows applicable city, state, federal, and OSHA standards while working rotating 12-hour shifts.

Perform outdoor public works tasks for Streets and Stormwater Division including operating dump and light trucks, mowing, asphalt and concrete repair, clearing debris from catch basins, flagging traffic, snow removal, equipment maintenance, and general labor. May be cross-trained to operate medium/heavy equipment; CDL training provided or required within specified timeframes.

Develops and manages workplace safety programs aligned with OSHA and City policies. Responsibilities include delivering safety training, conducting audits and inspections, investigating injuries and vehicle incidents, maintaining OSHA records, coordinating fire drills, managing corrective actions, supporting risk and claims processes, and liaising with regulators. The role also promotes employee wellness, assists with ADA compliance, analyzes accident causes, and advises departments on hazard prevention and compliance.

Lead the city's security operations: manage threat detection, incident response, vulnerability remediation, security standards, vendor relationships, and awareness programs. Oversee SOC activities, runbooks, logging, endpoint and identity controls, audit readiness, and security posture planning and reporting.

Performs law enforcement patrols and public safety duties at city parks, including responding to calls, arrests, investigations, rescue operations, crowd and traffic control, evidence collection, firearms use, report writing, and public relations. Requires regular training, physical ability, and operation of vehicles, boats, bicycles, and radios.

The Supervising Lead Clinician responds to emergency calls, provides crisis intervention, supervises team members, and collaborates with mental health agencies to enhance community crisis response efforts.
