Provides senior financial analysis, scenario modeling, accounting oversight, statutory reporting, and strategic advice for the City’s Accounting Services operations. Coordinates consolidated, pension, and trust fund financial statements; supports tax reporting, reconciliations, controls, financial systems, and municipal reporting. Evaluates accounting standards and policies, recommends process improvements, leads implementation projects, advises departments, presents complex financial information, and provides guidance and training to staff.

Maintains security and workflow administration for ERP and AP automation systems, provides functional support for ERP and HRMS payroll and pension systems, assists with module implementations, upgrades, fit-gap analysis, training, queries, reporting, and automated process improvements. Collaborates with municipal departments, users, technical teams, consultants, and suppliers while supporting system changes and maintaining confidentiality.

Coordinates sourcing and contract administration for transit fleet maintenance parts, services, and supply agreements. Maintains contract files, purchase documentation, expenditure databases, EAM records, and vendor information. Supports tenders, quotations, renewals, bid evaluations, vendor eligibility reviews, invoice discrepancy resolution, and performance evaluations. Communicates contract terms and requirements to internal staff, monitors compliance and expenditures, researches specifications, and collaborates with Procurement and maintenance teams.

Supervise SCADA instrumentation and control operations for municipal water and wastewater facilities. Lead SCADA technicians, maintain and troubleshoot PACs, HMIs, databases, networks, field devices, and software, and oversee system security, backups, standards, testing, and upgrades. Support engineering design, tenders, commissioning, contractors, budgets, reports, emergency response, process optimization, and regulatory inspections. Manage staff scheduling, training, safety, performance, and labour relations while coordinating with operations, maintenance, consultants, and capital delivery teams.

Provides administrative and clerical support for Transit Division management, including correspondence, reports, meeting coordination, records management, recruitment scheduling, HR workflows, office supplies, asset tracking, onboarding documentation, data entry, and staff attendance and incident records. Uses Microsoft Office, PeopleSoft, and Trapeze while handling confidential information and communicating with employees, officials, agencies, applicants, and the public.

Reviews and approves building plans, specifications, structural calculations, and permit applications for compliance with the Ontario Building Code, zoning by-laws, and related legislation. Issues permits, investigates unsafe buildings and septic conditions, advises inspectors and industry professionals, interprets regulations, supports Building Code Commission matters, and trains staff. The role also coordinates with regulatory agencies, responds to inquiries, prepares reports and correspondence, and assists with development charge administration.

Manage administration, analysis and continuous improvement of development charge and growth-funding programs, funding agreements and development securities. Provide financial analysis, reporting, reconciliations, forecasting, process design, system transition support, stakeholder coordination, and ensure compliance with funding and legislative requirements.

Conduct research and policy analysis for secondary and neighbourhood plans; manage projects and consultants; lead public engagement; review development applications; prepare reports, presentations and expert evidence; liaise with stakeholders and provide planning support to staff and students.

Lead the Citys investment and borrowing programs by developing and implementing investment strategy and policies, managing portfolios and debt issuance, overseeing custodial and advisor relationships, forecasting revenues and cash flows, ensuring compliance and reporting to leadership and Council, and supervising a multidisciplinary investment team.

Lead and coordinate community engagement projects through an inclusion, diversity, equity and accessibility (IDEA) lens. Build relationships with residents, community organizations and equity-deserving groups; plan and facilitate meetings and events; analyze socio-demographic data; prepare reports and communications; manage vendors, budgets and project timelines; support accessibility committee activities and ensure engagement aligns with City policy.

Lead and execute enterprise-wide marketing campaigns that protect and evolve the City brand. Manage the editorial calendar, coordinate cross-channel delivery, provide brand and communications advice, measure campaign performance, and collaborate with internal and external stakeholders to deliver inclusive, accessible, reputation-sensitive marketing initiatives.

Lead and deliver the Citys Vision Zero and roadway safety programs, manage budgets and contracts, develop policy and education initiatives, liaise with stakeholders and committees, oversee the Red-Light Camera Program, supervise staff, present to public and elected officials, and monitor program outcomes against benchmarks.

Lead client-side activities for a large-scale HRIS implementation: plan and coordinate resources, manage risks and governance, oversee design/configuration/data migration/integrations/testing, deliver executive reporting, and drive stakeholder engagement, change management and value realization across the organization.
