Senior HR leader reporting to the CEO who sets HR vision across multi-state and international operations. Oversees HR team, policies, compliance (including federal contractor rules), compensation and benefits, talent management, workforce planning, employee and labor relations, HR systems, and HR financial strategy. Lead development of complex federal, state, and local government proposals: interpret solicitations, craft compliant persuasive content, produce executive summaries, coordinate SMEs and designers, mentor junior writers, manage multiple concurrent submissions, perform quality and compliance checks, and support post-submission debriefs to improve future win probability.

Manage India finance operations including GL, AP, month-end close, reconciliations, intercompany, statutory compliance (GST, TDS, ROC), banking, audit support, and financial controls. Oversee reporting, US GAAP reconciliations, transfer pricing, cash flow and treasury coordination, lead finance process transitions, and coordinate with global stakeholders and auditors to ensure accuracy and audit readiness.

Support proposal development and administrative operations: prepare government submission documents, maintain databases and records, edit reports and presentations, schedule and coordinate cross-departmental inputs, assemble and ship hard-copy binders, manage office supplies, and ensure all internal and external deadlines are met.

Support project accounting and job costing for disaster recovery and infrastructure projects: track labor, equipment, materials, subcontractor costs; maintain Viewpoint Vista/ERP records; prepare P&L, WIP, forecasting, reconciliations, billing packages, and audit documentation while coordinating with project and operations teams.

Produce, edit, and format proposals, SOQs, and RFP/RFQ responses for U.S. operations. Ensure compliance, quality, and branding; translate SME inputs into client-focused content; manage templates, version control, and final submissions; support presentations and marketing collateral.

Support forestry and logging crews in clearing, limbing, bucking, debris handling, site preparation, equipment staging, and material transport. Operate hand tools and light equipment (chainsaws if qualified), follow OSHA and company safety rules, work in hazardous outdoor environments, and support timely, safe completion of field projects under foreman supervision.

Manage end-to-end onboarding for US hires, ensuring compliance (I-9, E-Verify, W-4), configuring HRMS workflows (Paycom preferred), coordinating pre-employment checks, payroll and IT setup, maintaining accurate employee data, supporting audits and reporting, and troubleshooting HRMS issues while communicating timelines to stakeholders.

Design, build, test, deploy, and maintain OutSystems web and mobile applications (offline-capable) for global field operations. Integrate with REST/SOAP APIs, optimize performance, create reusable components, and collaborate with cross-functional teams to define standards and ensure production stability.

Serve as field-based lead safety representative overseeing utility construction and vegetation management crews across Puerto Rico. Implement and monitor safety programs, deliver training, conduct risk assessments and incident investigations, coach crews, ensure compliance with OSHA/ANSI/vendor standards, maintain required certifications for work near energized lines, and produce safety reports to reduce incidents and support project execution.
