Lead and execute safety strategy for utility construction and vegetation management across Puerto Rico. Supervise Safety Officer, ensure OSHA/ANSI/client compliance, conduct site audits, training, incident investigations, corrective actions, and traffic control oversight to reduce incidents and support zero lost-time outcomes.

Provide full-cycle HR support for a rapidly scaling, mission-driven organization: manage compliance and regulatory reporting, maintain HRIS (Paycom) data, support onboarding/offboarding and mobilization, handle employee relations and benefits inquiries, assist recruiting and workforce planning, prepare HR reports, and ensure record accuracy. Must be on-site five days/week and available for extended hours during emergency activations.

Lead end-to-end delivery of large-scale construction and disaster recovery projects, managing P&L, schedules, subcontractors, compliance with FEMA/USACE, Blue Roof operations, logistics, and multiple field teams while ensuring safety, financial performance, and client relationships.
