Develops scalable people strategies, workforce plans, compensation and benefits programs, HRIS governance, labor relations, compliance, talent pipelines, succession planning, and organizational effectiveness initiatives. Oversees HR leaders and vendors, manages the HR budget, builds executive workforce dashboards, supports union negotiations, and partners with senior leadership to align people investments with financial and operational goals.
