Performs advanced analysis of county operating and capital budgets, reviews expenditures, develops forecasts, monitors spending, evaluates compliance, and prepares financial reports and presentations. Provides budget consultation and technical assistance to departments, analyzes fiscal impacts of policy and program changes, identifies discrepancies and risks, and recommends solutions to management and leadership.

Supports the Planning Director in managing department operations, strategic planning, policy implementation, compliance, budgeting, grants, contracts, staff supervision, stakeholder relationships, and community engagement. The role analyzes data, develops recommendations, prepares reports and presentations for leadership and public bodies, resolves sensitive inquiries, and leads continuous improvement initiatives across planning, development, environmental, transit, and housing programs.

Performs complex property appraisal and reappraisal analysis for residential, commercial, and industrial properties. Develops and refines valuation models, audits parcel and sales data, analyzes market trends, and supports countywide property reevaluations. Provides technical guidance to appraisal staff, assists with software and procedure development, responds to public inquiries, and resolves assessment appeals before review boards. The role also requires data validation, statistical analysis, staff coordination, public presentations, and occasional site visits.

Supervise a Social Work Legal Unit of attorneys and support staff providing legal services for child and adult protective services. Oversee personnel, workflows, training, compliance, case preparation and courtroom representation; draft petitions, motions, and orders; provide legal counsel to HHS leadership and contribute to trauma-informed, DEI-aligned practice.

Installs, maintains, inspects, and repairs electrical systems, controls, machinery, and fixtures in county facilities. Plans electrical installations according to specifications and building codes, routes low-voltage wiring, replaces defective components, installs distribution equipment, interprets blueprints and schematics, purchases materials, and follows electrical safety standards. The role requires substantial physical labor, work in varied weather, and an active North Carolina electrical license.

Leads and supports Buncombe County’s Human Resources Department by overseeing up to four HR divisions, improving HR processes and systems, managing policies and compliance, supporting compensation initiatives, developing staff, overseeing budgets, and serving as backup to the HR Director. The role supervises teams, advises leadership, resolves sensitive employee matters, presents reports, and coordinates strategic HR programs across the organization.

Processes and responds to 911 public records requests; retrieves records from CAD, telephone, radio, and text-to-911 systems; reviews and coordinates redactions; maintains tracking, retention, legal holds, and confidentiality compliance; coordinates with legal, law enforcement, courts, and agencies; performs quality control, audits, reporting, and procedure maintenance. Provides administrative support for Public Safety Communications.

Responsible for safety and security of detainees: admitting, searching, processing, supervising housing units, conducting rounds and inspections, coordinating visits, searching for contraband, supervising medication and medical interactions, maintaining records and computer entries, and performing assigned detention facility duties across varied shifts.
