Leads and supports Buncombe County’s Human Resources Department by overseeing up to four HR divisions, improving HR processes and systems, managing policies and compliance, supporting compensation initiatives, developing staff, overseeing budgets, and serving as backup to the HR Director. The role supervises teams, advises leadership, resolves sensitive employee matters, presents reports, and coordinates strategic HR programs across the organization.

Processes and responds to 911 public records requests; retrieves records from CAD, telephone, radio, and text-to-911 systems; reviews and coordinates redactions; maintains tracking, retention, legal holds, and confidentiality compliance; coordinates with legal, law enforcement, courts, and agencies; performs quality control, audits, reporting, and procedure maintenance. Provides administrative support for Public Safety Communications.

Administers health, retirement, leave, wellness, and voluntary employee benefit programs for approximately 1,800 employees and dependents. Coordinates enrollments, qualifying life events, open enrollment, vendor relationships, billing reconciliation, retirement plans, COBRA, ACA reporting, and compliance. Configures benefit plans and reports in the HCM system, supports employee education, resolves complex inquiries, maintains confidential records, and identifies opportunities to improve benefits processes and healthcare outcomes.

Plans, coordinates, and delivers EMS training programs; evaluates employee skills, driving, and geographic knowledge; maintains continuing education and recertification records; audits ambulance reports; conducts employee orientation and public education; administers EMS credential renewals; coordinates with state and local agencies; and serves on EMS peer review committees.

Support planning and delivery of community recreation programs and special events; provide customer service, fee collection, and light maintenance; work variable schedule including evenings and weekends; perform outdoor, hands-on tasks and assist with park operations and emergency-essential duties.

Responsible for safety and security of detainees: admitting, searching, processing, supervising housing units, conducting rounds and inspections, coordinating visits, searching for contraband, supervising medication and medical interactions, maintaining records and computer entries, and performing assigned detention facility duties across varied shifts.

Supervise a Social Work Legal Unit of attorneys and support staff providing legal services for child and adult protective services. Oversee personnel, workflows, training, compliance, case preparation and courtroom representation; draft petitions, motions, and orders; provide legal counsel to HHS leadership and contribute to trauma-informed, DEI-aligned practice.
