Teams at Buncombe County

Leads and supports Buncombe County’s Human Resources Department by overseeing up to four HR divisions, improving HR processes and systems, managing policies and compliance, supporting compensation initiatives, developing staff, overseeing budgets, and serving as backup to the HR Director. The role supervises teams, advises leadership, resolves sensitive employee matters, presents reports, and coordinates strategic HR programs across the organization.

Processes and responds to 911 public records requests; retrieves records from CAD, telephone, radio, and text-to-911 systems; reviews and coordinates redactions; maintains tracking, retention, legal holds, and confidentiality compliance; coordinates with legal, law enforcement, courts, and agencies; performs quality control, audits, reporting, and procedure maintenance. Provides administrative support for Public Safety Communications.

Administers health, retirement, leave, wellness, and voluntary employee benefit programs for approximately 1,800 employees and dependents. Coordinates enrollments, qualifying life events, open enrollment, vendor relationships, billing reconciliation, retirement plans, COBRA, ACA reporting, and compliance. Configures benefit plans and reports in the HCM system, supports employee education, resolves complex inquiries, maintains confidential records, and identifies opportunities to improve benefits processes and healthcare outcomes.
