Lead end-to-end development of federal proposal volumes (Technical, Management, Past Performance, Exec Summaries). Translate complex technical solutions into evaluator-focused narratives, drive proposal strategy and reviews, maintain reusable content libraries, support capture and product/software proposals, enforce compliance and quality, identify risks, and mentor junior writers.

Lead capture and proposal lifecycle for federal pursuits (Health IT, DHS, Civilian, DoD). Develop capture strategy, craft winning proposals (AI-assisted), coordinate SMEs and partners, manage budgets and teams, mentor staff, and drive executive client engagement to increase PWIN and revenue.

Design, build, and maintain ETL processes to move and transform IRS data into Sybase IQ. Optimize and monitor ETL performance, ensure data quality, troubleshoot shell/SQL errors, document processes, and collaborate with data architects, analysts, and stakeholders to support the Compliance Data Warehouse.

Analyze scientific data and findings and prepare reports. Perform FOIA disclosure review and redact records using Adobe Acrobat Pro. Apply statutory exemptions, prepare Vaughn indices, maintain FOIA tracking databases, communicate with requesters and stakeholders, and ensure compliance and timely reporting.
