Conduct full-cycle recruiting for federal program and organizational positions, including intake, sourcing, screening, interviewing, offer support, and onboarding coordination. Partner with hiring managers, maintain candidate communication and accurate ATS records, provide pipeline updates, and support proposal staffing, contract transitions, and program start-ups. Develop knowledge of government contracting environments and security clearance-related recruiting requirements.

Lead end-to-end development of federal proposal volumes (Technical, Management, Past Performance, Exec Summaries). Translate complex technical solutions into evaluator-focused narratives, drive proposal strategy and reviews, maintain reusable content libraries, support capture and product/software proposals, enforce compliance and quality, identify risks, and mentor junior writers.

Lead capture and proposal lifecycle for federal pursuits (Health IT, DHS, Civilian, DoD). Develop capture strategy, craft winning proposals (AI-assisted), coordinate SMEs and partners, manage budgets and teams, mentor staff, and drive executive client engagement to increase PWIN and revenue.
