Leads enterprise business analysis and software development lifecycle initiatives, translating strategic and regulatory needs into technology solutions. Elicits and documents requirements, models processes and data, evaluates system impacts, supports project planning and budgeting, manages risks, oversees quality assurance, and provides Tier 2 application support. Collaborates with stakeholders, developers, vendors, and subject matter experts to deliver secure, scalable, and sustainable information systems.

Coordinates corporate and public-sector communications, including website content, social media, reports, presentations, graphics, guidance documents, and public information requests. Supports public relations, news releases, technical writing, media materials, web design, and strategic communications initiatives. Collaborates across departments while maintaining brand standards, confidentiality, accuracy, and effective messaging for external and internal audiences.

Leads the design, development, integration, testing, implementation, and support of complex enterprise applications. Provides technical leadership on architecture, DevOps, security, quality, technical risk, incident resolution, release planning, and solution sustainability. Mentors developers, conducts code reviews, coordinates with vendors and stakeholders, maintains technical documentation, and evaluates emerging technologies including AI-enabled solutions.

Develop and maintain full-stack enterprise applications, integrations, APIs, and supporting documentation. Responsibilities include writing and reviewing code, troubleshooting defects and performance issues, participating in Agile planning and CI/CD practices, supporting testing, and collaborating with business analysts, QA, infrastructure teams, and developers. The role also provides technical guidance, informal mentorship, and recommendations for improving security, system performance, user experience, development workflows, and technology platforms.
