The Altarum Enterprise is currently looking for a Contracts Specialist to manage administration and compliance for a contract portfolio in support of our three legal entities. Support will include managing the contract portfolio of our dynamic, growing, health communications firm, Palladian Partners and our start-up organization, AMMS, and a limited portfolio of Altarum projects. The portfolio will be comprised primarily of Federal and State contracts. The Contract Specialist will be part of a team of contracting professionals reporting to the Director of Contracting.


The successful candidate will be responsible for managing the contract life cycle, including participating in pre-award and post-award Contract Administration & Management. Such support will include providing guidance and support to multiple business divisions across the Enterprise in all areas of the contract administration. Leads post-award support for contract awards, which includes, but is not limited to Pre-award activities, contract & associated subcontract administration, contract & subcontract management, contract & subcontract reporting, guidance, disputes, and closeouts.


The right candidate should have the qualifications listed below, as well as excellent communication and customer service skills. They should be able to work well in a team environment and be meticulous and organized. This position is open to a hybrid assignment anywhere located in the vicinity of Silver Spring, MD or Arlington, VA. 

Responsibilities

  • Management of all contract vehicles of the assigned portfolio (e.g., IDIQs, MSAs, BPAs). 
  • Evaluate and monitor contracts and subcontracts to ensure compliance with company policies, procedures, commercial/government regulations, grant requirements, and laws. 
  • Develop, prepare, and present terms and conditions in proposals related to the award of contracts and associated subcontracts. 
  • Administer and provide interpretation of the terms and conditions of contracts and subcontracts of various contract types, including such aspects as preparing modifications, evaluation of performance under the contract, and contract termination. 
  • Review, monitor, and track performance, deliverables and reporting requirements as defined in each agreement. 
  • Provide guidance to internal organizations with regards to acquisition strategy, contract types, contracting & subcontracting methods, and sole source and competitive acquisition strategies and procedures to state and government regulations. 
  • Function as the compliance resource to ensure proper documentation for contract files. 
  • Support contract reviews and audits. 
  • Develop strong working relationships and collaborate with team members and with internal stakeholders to ensure excellent customer service is provided in contracts administration tasks. 
  • Along with department leadership, participate in establishing process flows/improvements, policies, and procedures to monitor effectiveness as related to maintenance of contracts. 
  • Support the department in collaborating with internal stakeholders to maintain improved situational awareness of contract vehicle marketplace and the pursuit of new work. 

Qualifications

  • Bachelor’s degree in business or related field preferred
  • 4+ years of experience with contract administration, negotiations, and business proposal preparation
  • Knowledge of federal government contracting, Federal Acquisitions Regulations (FAR), government cost accounting standards, and Contractor Performance Assessment Reporting System (CPARS)
  • Experience with at least two of the following contract types: fixed-price, time and materials, cost reimbursable, or General Service Administration (GSA) schedules.
  • Experience reviewing terms and conditions, statements of work for areas of risk and risk mitigation in accordance with company policies and procedures and establishing agreements with small or large business prime contractors, and the Small Business Administration’s (SBA) small business subcontractor regulations. 
  • Must have excellent analytical and critical thinking skills.
  • Ability to prioritize, plan, analyze and execute multiple and complex contract related activities.
  • Be able to support the development and on-time delivery of project related deliverables.
  • Ability to establish and maintain excellent relationships with internal and external clients.
  • Possession of excellent/strong verbal and written communication skills, and work collaboratively as team members and/or on an individual basis
  • Demonstrate proficiency with Microsoft Office Suite
