General Description:

The purpose of this class within the organization is to build and maintain employer relationships and secure work-based learning, internship, and unsubsidized employment opportunities for YouthBuild participants and graduates. The Job Developer connects participants with industry-recognized credential opportunities, prepares participants for the job search process, and tracks employment and earnings outcomes in support of the program's DOL/ETA performance measures. This class works under general supervision, independently developing work methods and sequences.

Minimum Education and Experience Requirements:

Bachelor's degree in business, human resources, workforce development, or a related field (relevant experience may substitute for degree on a year-for-year basis). Minimum of two (2) years of experience in job development, recruitment, staffing, or employer relations, preferably within a workforce development or youth-serving program. The equivalent combination of education and related work experience may be considered.

Preferred Qualifications:

Prior experience with WIOA Youth, YouthBuild, or other DOL-funded employment programs. Existing network of employer contacts in construction, healthcare, manufacturing, or other regional in-demand industries. Familiarity with apprenticeship and industry-recognized credentialing systems. Bilingual or multilingual ability relevant to the population served.

Special Certifications and Licenses:

Valid Driver’s License

  • Strong sales, negotiation, and relationship-building skills with employer partners.
  • Strong organizational skills with the ability to manage multiple employer relationships and participant caseloads simultaneously.
  • Proficiency with data tracking systems and Microsoft Office Suite.

  • Ability to plan, organize and prioritize daily assignments and work activities.
  • Ability to communicate clearly and concisely, verbally and in writing, and to listen effectively.
  • Ability to manage heavy workload by planning, organizing and setting priorities in order to meet strict deadlines.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.  Personally demonstrates appropriate customer service skills.
  • Work is performed onsite.  The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

  1. Develop and maintain relationships with employers, unions, apprenticeship sponsors, and industry associations in construction and other in-demand sectors to create work-based learning and job placement opportunities.
  2. Coordinate with local Workforce Development Boards, American Job Centers, and industry partners to identify job openings, apprenticeships, and on-the-job training opportunities.
  3. Prepare participants for employment through resume writing, mock interviews, job readiness workshops, and professional soft-skills training.
  4. Match participants with subsidized and unsubsidized work experience, internships, and full-time job opportunities aligned with their training and career goals.
  5. Coordinate participant access to industry-recognized credential exams (e.g., OSHA-10/30, NCCER, HBI, or other relevant certifications).
  6. Track and document job placements, retention, wages, and credential attainment for required DOL/ETA reporting, including PIRL and follow-up data collection.
  7. Conduct regular employer site visits and satisfaction check-ins to maintain strong placement partnerships and address any workplace concerns.
  8. Organize job fairs, employer panels, and career exploration events for participants.
  9. Provide post-placement follow-up support to participants and employers to promote job retention for the required follow-up period.
  10. Maintain an up-to-date database of employer contacts, job orders, and labor market information relevant to the local service area.
  11. Collaborate with the Case Manager and instructors to ensure participants' occupational goals are reflected in their Individual Service Strategy.
  12. Stay current on local labor market trends and in-demand industry sectors to guide program training offerings.
  13. Performs all other duties as may be assigned to meet organizational needs.
