Job Description:

CONTEXT

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children, who are marginalized and living in poverty.  World Vision helps all who are in need regardless of their religion, race, ethnicity or gender.

World Vision International in Viet Nam (WVIV) is supported by multiple countries and funded through a combination of sponsorship programs (majority) and Private Non-Sponsorship (PNS)/grants. WVIV operates across multiple provinces and implements Area Development Programs (ADPs) that focus on communities with high levels of poverty, often including ethnic minority populations. In addition to ADPs, WVIV implements various Special and Grant Projects to address the specific needs of vulnerable children in both ADP and non-ADP areas.

WVIV is headquartered in Hanoi, while the majority of staff are based locally in ADPs and project sites across the country, which enables them to work closely with government partners and communities daily.

COAST (Climate and Ocean Adaptation and Sustainable Transition) Project was approved under Decision No. 4198/QĐ-BNNMT dated 10 October 2025 by the Ministry of Agriculture and Environment. The project aims to achieve the overarching objective of protecting and enhancing fisheries resources, marine and coastal ecosystems, and biodiversity; strengthening climate change adaptation capacity; and improving the livelihoods of coastal communities, thereby contributing to the sustainable development of capture fisheries and aquaculture. The project comprises two components:

Component 1: Protection and sustainable utilization of fisheries resources, marine ecosystems, and biodiversity. Component 2: Climate-resilient and sustainable aquaculture development.

WVIV in partnership with the International Union for Conservation of Nature (IUCN), plans to implement the project in An Giang and Hai Phong in 30 months, from 2026 to 2029.

JOB PURPOSE

To coordinate and implement project activities in the assigned province, ensuring high-quality, timely and compliant delivery of project interventions in collaboration with government counterparts, communities, IUCN and other stakeholders. The Project Officer contributes to the achievement of project outcomes through effective coordination, stakeholder engagement, monitoring and reporting in accordance with donor requirements and World Vision policies.

MAJOR RESPONSIBILITIES

Project Implementation & Coordination (45%)

  • Provincial project implementation is effectively coordinated in accordance with approved workplans and budgets.
  • Technical activities related to livelihoods, GEDSI and other assigned project interventions are implemented with quality and timeliness.
  • Coordination with IUCN and other implementing partners is maintained to ensure integrated delivery of project activities within the assigned province.
  • Implementation challenges are identified promptly and appropriate solutions are proposed to the Project Manager.
  • Project documentation and activity records are maintained accurately and systematically.

Partnership & Stakeholder Engagement (25%)

  • Effective working relationships are maintained with Provincial Department of Agriculture and Environment, district and commune authorities and community stakeholders.
  • Coordination meetings, workshops and consultation activities are effectively organized and facilitated.
  • Community participation and stakeholder engagement are promoted throughout project implementation.
  • Communication and coordination between WVIV, IUCN and local stakeholders are effectively maintained.

Monitoring, Reporting & Compliance (25%)

  • Project progress, outputs and implementation issues are regularly monitored and reported.
  • Project data and supporting documentation are collected, verified and maintained in accordance with project requirements.
  • Compliance with donor requirements, World Vision policies and Government regulations are maintained throughout project implementation.
  • Financial expenditures, procurement requests and activity documentation are monitored and processed in accordance with approved procedures.
  • Risks, safeguarding concerns and implementation issues are identified and escalated in a timely manner.

Others (5%)

  • Perform other duties as assigned by the manager to contribute to the team performance.

REQUIREMENTS FOR THE ROLE

  • A minimum of 3 years of relevant, practical working experience in INGOs in development related projects, preferably with hands-on experience in projects implementation;
  • Experience working with government counterparts;
  • Experience in the areas of marine conservation, coastal community development, or environmental projects or related subjects will be considered as an advantage.
  • Bachelor’s degree in Environmental Science, Marine Biology, Sustainable Development, Community Development, or related field.
  • Knowledge of biodiversity conservation, livelihood programs, and DRR/Climate adaptation is an advantage.
  • Strong coordination, communication, and interpersonal skills.
  • Experience in working with local authorities, communities, and NGOs is preferred.
  • Proficient in English and Vietnamese.
  • Computer literacy, including MS Office and data management tools.

  • Project activities are implemented on time and in line with technical standards and community needs.
  • Communities actively engage and benefit from project interventions.
  • Accurate and timely reporting supports project monitoring and adaptive management.
  • Supportive collaboration with the Project Manager, partners, and stakeholders ensures smooth project implementation.
