Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Water Quality and meet the requirements below.
Description
Under general supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, performs the review, analysis, and appraisal of current department administrative procedures, organization, and performance and helps to prepare recommendations for changes and/or revisions; does other related duties.
Specific to the Position
This position is crucial to the operational needs of DWQ. This position will be responsible for data collection and analysis in tracking program outputs; review and tracking of budget related and fiscal activities; preparation of monthly financial documents to document project status for State Revolving Fund financing; reporting for the EPA Performance Partnership agreement; oversight and coordination of division related internal and external communication including website updates; preparation and tracking of division work plans; and assistance in the development of program improvement efforts to support the success of each of DWQ's program missions. Duties performed by this position will also contribute to process improvements consistent with Executive Orders 2 and 5.
Requirements
 Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency.
OR
Possession of a Bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
OR
Possession of a Master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Skills Required
