In an increasingly complex financial crime landscape, you will play a key role in shaping OCBC’s approach to digital asset, tokenisation and blockchain-related financial crime risks. This is a specialist advisory role with exposure to senior stakeholders, emerging technologies, regulators and industry developments, while helping the Bank support innovation responsibly and safeguard the integrity of the financial system.

You will succeed by operating as a senior trusted advisor who can set direction, exercise sound judgement on complex and precedent-setting matters, and influence outcomes across senior business, risk and compliance stakeholders. You should be able to anticipate emerging financial crime risks arising from digital assets, translate regulatory developments and emerging risks/new typologies into clear risk positions and practical controls, and provide defensible recommendations that support responsible innovation within the Bank’s risk appetite.

What You Do

You will serve as a senior Financial Crime Compliance subject matter expert for the Bank’s digital asset, tokenisation and blockchain-related activities. The role requires ownership of complex advisory matters across AML/CFT, sanctions and proliferation financing risks, including customer and counterparty acceptance, and regulatory and audit engagements.

  • Act as a senior FCC advisor to business units, product teams, onboarding teams and control functions, providing clear risk positions on digital asset initiatives, new business proposals, customer acceptance, product design and material risk decisions.

  • Lead or review risk assessments for digital asset customers, DPTSPs, digital assets exchanges, custodians, stablecoin issuers, tokenisation platforms, products, services, delivery channels and counterparties, ensuring recommendations are well supported, proportionate and aligned to the Bank’s risk appetite.

  • Provide senior advisory on sanctions, AML/CFT and proliferation financing risks involving digital assets and blockchain related businesses, products, services and channels.

  • Represent FCC in governance forums, new product approval processes, new business initiative, audit and regulatory discussions, ensuring that digital asset financial crime risks are clearly identified, articulated, and managed, appropriately documented, and that control expectations are embedded early.

  • Translate developments from MAS, FATF, and other relevant authorities, as well as enforcement actions and peer-bank practices, into policy guidance, risk appetite refinements, typology updates, training, monitoring scenarios and control enhancements.

Who You Work With

You will work closely with other stakeholders within Group Legal & Compliance, including Advisory, Sanctions, Investigations teams and business units, product and innovation teams. The role requires strong collaboration across the Group to ensure digital asset innovation is supported by effective financial crime risk management.

Who You Are
  • University degree holder in Accounting, Finance, Banking, Engineering, Technology or a related discipline.

  • At least 10 years of relevant experience, with demonstrable senior advisory experience in financial crime compliance, sanctions, AML/CFT, digital assets, blockchain analytics, regulatory, law enforcement or specialist advisory roles.

  • Strong understanding of digital assets, blockchains, tokenisation, stablecoins, digital asset market infrastructure and related financial crime typologies.

  • Experience with blockchain analytics tools and the ability to interpret transaction flows, wallet exposure, attribution, source of funds/source of wealth and on-chain intelligence outputs.

  • Good knowledge of MAS AML/CFT and sanctions requirements, Travel Rule expectations, digital asset risk red flags and relevant international sanctions guidance.

  • Strong executive judgement, written and verbal communication, stakeholder management and influencing skills, with the credibility to advise senior management and explain complex risks in practical, defensible and commercially meaningful terms.

  • Relevant certifications such as CAMS, ICA, blockchain analytics or cryptocurrency investigation certifications would be advantageous.
