Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI serves the most vulnerable individuals, families, and communities with critical services and programs. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities – the poor and working poor, low-income people with chronic illnesses, persons with criminal justice involvement, substance users, domestic violence survivors, people of color, and the LGBTQ community.

POSITION SUMMARY:

The Vice President of Finance leads the development and implementation of organization-wide budgeting, financial planning, grant management, procurement, and financial compliance functions. This role oversees the agency-wide budget, supports strategic financial planning, and ensures alignment with agency practices, funder requirements, and GAAP accounting standards. Reporting to the Executive Vice President of Finance, the Vice President works collaboratively with the Associate Vice President of Financial Planning & Budgeting, the Finance team, and executive leadership to develop, monitor, and evaluate organization-wide and program-specific budgets, strengthen financial policies and internal controls, support audit readiness and reporting, and promote responsible, data-informed fiscal management across the organization.

Budget and Grants Support

  • leading the organization’s annual planning and budget process for city, state, federal, and foundation grants, as well as other agency operational needs.
  • Oversees preparation, review, and submission of grant budgets and budget modifications
  • Monitor the grant performance to budget and update the monthly report for leadership.

Procurement

  • Maintaining procurement policies that align with funder and agency financial objectives.
  • Establish and enforce procurement strategies that promote cost efficiency, transparency, and compliance across all programs.

Policy, Planning, and Collaboration

  • Lead the development, implementation, and continuous improvement of financial policies, procedures, and internal control frameworks in partnership with the Executive Vice President of Finance.
  • Ensure organization-wide compliance with all applicable city, state, and federal fiscal regulations, proactively identifying and mitigating risk.
  • Partner with Human Resources and executive leadership to oversee workforce planning, including approval of salary allocations, staffing models, and benefits cost projections.
  • Drive strategic financial planning efforts in collaboration with executive leadership to support long-term organizational sustainability.
  • Encourage teams to be accountable, manage finances responsibly, and use data to make decisions.

Audits and Reporting

  • Lead the preparation and executive review of monthly and quarterly financial reports, including budget projections, variance analyses, and cash flow forecasts, delivering clear and actionable insights to senior leadership.
  • Ensure timely and accurate preparation, review, and submission of all audit schedules, reports, and compliance documentation.
  • Establish and maintain high standards for financial reporting accuracy, transparency, and responsiveness to internal and external stakeholders.
  • Strengthen internal audit readiness and continuously improve controls to ensure ongoing compliance and operational integrity.

Requirements

QUALIFICATIONS:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred.
  • At least 5 years of relevant nonprofit finance or accounting experience preferred; experience with government-funded contracts is a plus.
  • Familiarity with city, state, and federal grants, and an understanding of basic compliance requirements.
  • Strong analytical, organizational, and time management skills with the ability to manage multiple priorities.
  • Effective communication skills with the ability to work collaboratively across departments.
  • Proficiency in Microsoft Office Suite (especially Excel); experience with accounting or cost allocation software preferred.

Pay & Benefits: $105K - $115K annually, commensurate with relevant experience and qualifications and in alignment with internal equity.
