Position Function:

This is a full-time in-office position in Downtown Honolulu.

The Treasurer is responsible for the strategic management of the Bank's balance sheet, liquidity, capital planning, investment portfolio, funding sources, and interest rate risk. The Treasurer partners closely with the Chief Financial Officer, Executive Committee, Asset Liability Committee (ALCO), and Board of Directors to ensure the Bank maintains a strong financial position while supporting growth objectives, managing risk and maintaining regulatory compliance.

The Treasurer develops and executes strategies to optimize earnings, preserve liquidity, manage funding costs, and maintain appropriate risk levels consistent with the Bank's risk appetite and regulatory requirements.

Primary Accountabilities:

  • Balance Sheet Management
    • Lead the development and execution of balance sheet management strategies.
    • Monitor and manage asset and liability composition to optimize profitability and risk-adjusted returns.
    • Evaluate trends in deposits, loans, capital, and liquidity to support strategic planning.
    • Provide recommendations regarding balance sheet growth, pricing, and funding strategies.
    • Oversee other financial assets/liabilities, including, but not limited to: Bank Owned Life Insurance (BOLI), Low Income Housing Tax Credit Investments (LIHTC), and interest rate swaps/hedging.
  • Financial Strategy and Analytics
    • Partner with the CFO in developing financial budgets/forecasts and strategic plans.
    • Analyze economic conditions, market trends, and competitive factors affecting the Bank.
    • Provide recommendations regarding deposit pricing, loan pricing, and balance sheet positioning.
    • Collaborate with Lines of Businesses to make pricing decisions while balancing risk, return and growth objectives.
    • Prepare management reports and executive presentations.
    • Manage relationships with credit rating agencies including coordinating rating reviews, providing timely financial disclosures, and supporting initiatives to maintain or improve the institution's credit ratings.
  • Leadership
    • Lead and develop Treasury Division personnel.
    • Foster a culture of accountability, collaboration, and continuous improvement.
    • Collaborate with leaders throughout the bank on initiatives and strategy.
    • Represent Treasury matters before ALCO, executive management, and the Board of Directors.
    • Serve as Finance representative on bank committees as directed by the CFO.
  • Capital Planning
    • Support capital adequacy planning and regulatory capital management.
    • Oversee capital activities including cash dividends and share repurchase programs.
    • Lead capital stress testing and forecasting.
    • Evaluate capital alternatives and recommend strategies to support growth and shareholder value.
    • Monitor capital ratios and regulatory requirements.
    • Handle shareholder matters in collaboration with Investor Relations
  • Asset Liability Management (ALM)
    • Direct the Bank's Asset Liability Management program.
    • Measure, monitor, and report interest rate risk, liquidity risk, and market risk exposures.
    • Oversee ALM modeling, stress testing, and scenario analysis.
    • Accountable for effective ALCO meetings, including coordination, materials, presentations and follow-up.
    • Present ALCO reports and recommendations to executive management and the Board.
    • Ensure compliance with internal risk limits and regulatory expectations.
  • Liquidity and Debt/Funding Management
    • Maintain adequate liquidity to meet operational, strategic, and regulatory requirements.
    • Develop and manage contingency funding plans.
    • Oversee wholesale funding activities, including Federal Home Loan Bank borrowings, Federal Reserve Bank line, public deposits and other funding sources.
    • Monitor liquidity metrics and stress testing results.
  • Investment Portfolio Management
    • Oversee the Bank's investment portfolio strategy, including purchases, sales, and portfolio positioning.
    • Maintain relationships with outside brokers enabling strong evaluation of investment opportunities within established policy guidelines.
    • Monitor portfolio performance, duration, credit quality, and market value.
    • Ensure investments support liquidity, earnings, and risk management objectives.
    • Ensure investment accounting is accurate and in compliance with GAAP.
  • Regulatory Compliance and Governance
    • Ensure compliance with all applicable banking regulations, policies, and regulatory guidance.
    • Serve as a key liaison during regulatory examinations and internal/external audits related to Treasury functions.
    • Maintain strong and compliant Treasury policies, procedures, and controls.
    • Support enterprise risk management initiatives.


Minimum Qualifications:

Education:

  • Bachelor's Degree in Finance, Accounting, or Economics required.
  • Master’s Degree in Business Administration (MBA) or Finance preferred.

Experience:

  • 10+ years of progressive experience in a bank Treasury function required.
  • 10+ years in management required.
  • Excellent communication and analytical skills required.
  • Must be proficient in MS Office applications.
  • Must be flexible to work varied and extended hours as required to meet deadlines.

License/Certification:

  • CFA (Chartered Financial Analyst) preferred. 
  • CPA (Certified Public Accountant) preferred.


Physical Requirements & Working Conditions:

  • Must be able to perform light physical work and to move or lift items including but not limited to boxes, files and papers up to 20 pounds unless otherwise as indicated.
  • Must be able to operate and proficiently use standard office equipment, including phone, copier, personal computer and/or other work related mechanical or electronic devices and applications.
  • Must be able to clearly communicate verbally and in writing with all internal and external customers. Must also be able to hear sufficiently to engage in daily discussions and interactions.
  • Must be able to read and understand bank-related documents.
  • Must be able to work in a conventional office setting, involving sitting at a desk or workstation for long periods of time. Must also be able to adapt to different work environments as needed to perform the job.

Skills Required
