The Ōtaki to North Levin project focuses on upgrading the transport link along State Highway 1 (SH1) between Ōtaki and North Levin to improve road safety, reduce congestion, enhance travel efficiency, and support regional economic growth. It is one of the Government’s Roads of National Significance and is being undertaken by two Alliances – the north (delivered by partners Fulton Hogan, HEB, WSP and Aurecon) and south (delivered by partners Downer, McConnell Dowell, Beca and Tonkin+Taylor).
This exciting new four-lane 24.8km highway project will dramatically improve safety and resilience, providing better access to walking and cycling facilities for those moving around or through the Horowhenua and Kāpiti districts. The project includes multiple large complex bridge structures plus a full interchange at Taraua Road, a half interchange north at Taylors Road, two roundabouts and approximately 4m m3 of complex earthworks significant, drainage infrastructure and a structural asphalt concrete pavement.
In partnership with NZ Transport Agency Waka Kotahi, Muaūpoko Tribal Authority, local hapū of Ngāti Raukawa ki te Tonga, and the Horowhenua District Council, this project will be executed through a two-alliance approach. Each alliance will be responsible for delivering a section of the road and associated works, ensuring a collaborative and comprehensive delivery.

We have a fantastic opportunity for a Traffic Engineering Manager. You'll be leading planning, resourcing and effective delivery of traffic management solutions for the North Alliance. You'll be leading a talented Traffic Management team, driving compliance with NZGTTM and COPTTM standards, and championing Health, Safety, and Wellbeing across the project.
In addition to the above you will:
- Coordinating all traffic closures, engaging with stakeholders like NZTA, consultants, and contractors.
- Designing, reviewing and implementing TMPs, including complex installations using temporary steel barriers.
- Ensuring quality, compliance, and continual improvement in traffic management delivery.
- Managing budgets, forecasting, procurement, and cost management.
- Working closely with all teams to ensure smooth interface and effective traffic management delivery.
- Proactively identify, assess and document operational risks.
- Leading and co-ordinating staging plans, traffic switches, and stakeholder engagement to minimise impact and maximise safety and communication.

We’re looking for someone with:
- Proven experience as a Traffic Manager in large infrastructure or capital projects (minimum 2 years preferred).
- Solid understanding of traffic management regulations (COPTTM, NZGTTM), with at least STMS Level 2/3 Non-Practising certification.
- Prior experience planning and delivering TTM for long-term projects and temporary barrier installations.
- Strong leadership experience, including coaching and upskilling teams.
- Demonstrated ability in commercial management, including budgeting and cost control.
- Passion for mentoring, continuous improvement, and people development.
- Excellent stakeholder and client relationship skills.
- Commitment to operational health and safety best practice.
