Summary

Under direction, is responsible for receiving, reviewing and auditing applications and supporting documents from county offices and Full-Service Deputies, for vehicle certificates of title to ensure clear, complete and accurate information; verifies and validates data such as year, make, model, vehicle identification number, applicant information, value limiting remarks, odometer brands, proof of ownership, sales tax, standard presumptive value, existence of encumbrances collection of applicable fees; records audit findings in the Special Investigative Unit (SIU) application; prepares rejection correspondence and identifies corrective action(s) for applicant or entity; conducts research and coordinates with the TxDMV to resolve rejections involving invalid VINs, stolen vehicles, and NMVTIS rejections; conducts on-site compliance and security audits for Full-Service Deputy locations;  performs related duties as required

Duties and Responsibilities:

  • Receives, reviews and audits title applications, ownership documents and supporting documents to ensure information is complete and accurate

  • Verifies accurate collection of title application, registration and sales tax fees, gift tax fee and exemptions

  • Records audit findings in the audit database and coordinates with the TxDMV to reject applications

  • Prepares correspondence for rejected applications and identifies corrective action(s) for applicants

  • Conducts research to resolve rejected applications involving invalid VINs, stolen vehicles and NMVTIS errors

  • Performs on-site compliance audits and support at Full-Service Deputy locations; inspects facilities to assess risk exposures; strengthens partner relationships through open communication and information sharing regarding policy/procedure changes

  • Stays current of on audit practices and Federal (e.g., Truth in Mileage Act; Driver’s Privacy Protection Act), State (Transportation Code; Administrative Code; Motor Vehicle Records Disclosure Act; Motor Vehicle Sales and Use

  • Tax; TxDMV policies and procedures) and local government laws, policies and procedures

  • Participates in team meetings to contribute to the development of best practice procedures 

  • Supports peers and other operational areas as needed

  • Performs related duties as assigned

Minimum Qualifications:

  • Graduation from High School or General Education Development (GED) certificate, and three years Motor Vehicle Title and Registration experience; or an equivalent combination of education and experience

  • Strong knowledge of motor vehicle and sales tax laws, administrative codes, policies and procedures

  • Skill in auditing principles and practices

  • Skill in maintaining effective working relationships with co-workers, other County employees, outside organizations, stakeholders and the general public

  • Strong interpersonal and critical thinking skills

  • Proficient verbal and written communication skills

  • Proficient in Microsoft Office applications and database applications

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • Must be able to maintain an effective attendance record/pattern

  • May be required to work more than 40 hours during the workweek

 
Working Environment and Physical Demands:

  • Working conditions are inside an office environment

  • Physical requirements include lifting/carrying 10-20 lbs. occasionally

  • Occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard, 10-key adding machine, and basic office equipment. Frequently communicates with others; must be able to exchange accurate information

  • Positions self to perform essential functions

  • Subject to sitting, standing, walking, twisting, reaching, pushing, pulling and bending to perform the essential functions
