About the Role
Incept Data Solutions is seeking an experienced Technical Writer specializing in contracts and agreements to support North Carolina’s statewide Health Information Exchange (HIE). The HIE is the secure network that lets hospitals, physicians, health departments, and state agencies share patient health information electronically.
In this role, you will own the full lifecycle of the agreements that keep the exchange running: memoranda of understanding (MOUs), memoranda of agreement (MOAs), vendor contracts, and data-sharing agreements. You’ll partner with program leaders to draft agreements and guide them through legal, privacy and security, finance, and procurement review. You’ll also keep an organized, audit-ready repository of every agreement the program holds.
This role is ideal for someone who combines strong contract drafting skills with hands-on experience in Medicaid IT funding and health information exchange.
What You’ll Do
- Draft MOUs, MOAs, vendor contracts, and other agreements in partnership with business leads and external partners
- Coordinate reviews with Legal, Privacy & Security, Finance, and Procurement teams, making sure required information is provided, issues are resolved, and each team’s requirements are met
- Track agreements from request through execution, keeping stakeholders informed and moving work forward proactively
- Build and maintain a well-organized SharePoint repository of all agreements and supporting documentation
- Work with program leaders to confirm that services and operations stay aligned with the terms of existing agreements
- Support documentation tied to Medicaid Advance Planning Documents (APDs) and other federal funding requirements
Required Qualifications
- 7+ years drafting and executing MOUs, MOAs, vendor contracts, and/or other formal agreements
- 3+ years of direct experience with Medicaid Advance Planning Documents (APDs) and federal funding processes (such as CMS matching funds for Medicaid IT systems). This experience is mandatory.
- 5+ years working with legal, privacy and security, finance, and procurement processes, preferably in health IT
- 5+ years of health IT experience, preferably in interoperability or health information exchange
- 5+ years building and maintaining document repositories in SharePoint
- Excellent writing, organization, and stakeholder-coordination skills
- Ability to work independently in a fully remote environment
Preferred Qualifications
- Experience with a state Medicaid agency, state HIE, or Medicaid IT vendor
- Familiarity with HIPAA, data use agreements (DUAs), and business associate agreements (BAAs)
- Experience in a government or public-sector contracting environment
