Technical Security Programme Manager, Global

The Security Systems Project Manager is responsible for overseeing the successful delivery of physical and technical security systems projects across the organisation. The role will manage the end-to-end project lifecycle for systems such as access control, CCTV, intruder detection, visitor management, intercoms, control room technology, and integrated security platforms, ensuring solutions are delivered safely, securely, on time, within budget, and to the required technical and operational standards.

The postholder will work closely with Security, Facilities, IT, Estates, Health, Safety, Security and Environment teams, external suppliers, consultants, and site stakeholders to ensure security systems are designed, implemented, tested, documented, and maintained in line with technical security standards, current business needs, risk requirements, and future operational resilience.

• Oversee the planning, coordination, and delivery of security systems projects from initiation through to handover and benefits realisation through the regional Project Managers
• Oversee project scopes, delivery plans, timelines, milestones, budgets, risk registers, and reporting materials.
• Oversee  the installation, commissioning, testing, acceptance, and operational handover of technical security systems.
• Ensure all projects are delivered in accordance with agreed specifications, security standards, governance requirements, and site constraints.
• Identify and manage project risks, dependencies, issues, and change controls, escalating where required.
• CAPEX and OPEX management for all Technical Security Services
• Own and maintain the global technical security programme roadmap, ensuring projects are prioritised against business requirements, security risk and lifecycle needs.
• Manage programme-level budgets, resources, dependencies, risks and benefits across the technical security project portfolio.
• Develop business cases and investment proposals to support technical security initiatives.
• Ensure lessons learned and benefits realisation activities are completed following project delivery.

• Oversee the delivery of integrated security technologies, including access control, CCTV, intruder alarms, video management systems, intercoms, barriers, turnstiles, visitor systems, and control room solutions.
• Review technical designs, drawings, specifications, method statements, and commissioning documentation to ensure suitability and compliance.
• Work with IT, cyber security, and infrastructure teams to ensure systems are appropriately networked, secured, maintained, and supported.
• Support the development and continuous improvement of technical security standards, system specifications, and project delivery templates.
• Ensure accurate asset records, system documentation, warranties, certificates, and maintenance information are completed and handed over.
• Provide technical assurance across the design, installation, integration, commissioning and acceptance of technical security systems.
• Lead root-cause analysis and corrective actions following significant system failures, service interruptions or technical security incidents.
• Maintain oversight of system lifecycle, obsolescence and future technology requirements to support long-term security strategy.
• Drive continuous improvement of technical security standards, solutions and delivery methodologies.

• Act as the primary point of contact for internal stakeholders and external delivery partners during project delivery.
• Coordinate suppliers, contractors, consultants, and internal teams to ensure clear roles, responsibilities, communications, and delivery expectations.
• Manage supplier performance against agreed service levels, project deliverables, quality expectations, health and safety requirements, and commercial terms.
• Manage a team of internal Technical Security Project Managers
• Prepare and present project updates, dashboards, decision papers, and reports for senior stakeholders and governance forums.
• Build strong working relationships with site leadership teams to understand operational requirements and minimise disruption during project works.
• Own the performance and governance of security system integrators and key technical security suppliers.
• Conduct periodic supplier and installation quality reviews to ensure compliance with technical standards and contractual requirements.
• Lead and develop the Technical Security Project Management team, ensuring consistent delivery standards and capability development. 

• Ensure projects comply with relevant security policies, data protection requirements, health and safety obligations, procurement procedures, and applicable legislation.
• Work with privacy, legal, and information security stakeholders where projects involve surveillance, personal data, system integrations, or sensitive security information.
• Promote a strong safety culture across all project activity, ensuring appropriate permits, risk assessments, method statements, and contractor controls are in place.
• Maintain robust project records, approvals, audit trails, and handover documentation.
• Contribute to post-implementation reviews to capture lessons learned and improve future project delivery.
• Maintain programme-level oversight of risks, issues, dependencies and decisions, escalating material concerns through the appropriate governance forums.
• Ensure all projects comply with approved technical standards, information security requirements, privacy obligations and relevant legislation.

• Proven experience managing technical security systems projects in a corporate, manufacturing, logistics, critical infrastructure, retail, or complex multi-site environment.
• Strong understanding of physical security technologies, system integration, installation lifecycles, commissioning processes, and operational handover requirements.
• Experience managing suppliers, contractors, budgets, project schedules, risks, and stakeholder communications.
• Demonstrable ability to translate security risks and operational requirements into practical, deliverable technical solutions.
• Experience working within formal project governance, procurement, health and safety, and compliance frameworks.
• Experience managing a portfolio or programme of technical security projects across multiple sites or regions.
• Experience developing business cases, managing investment budgets and operating within formal governance frameworks.
• Experience overseeing technical assurance, commissioning and operational handover of enterprise security systems.
• Experience managing technical incidents, root-cause investigations and supplier performance.

• Excellent project management, planning, coordination, and problem-solving skills.
• Strong technical awareness of security systems, networks, system integration, and control room environments.
• Confident stakeholder management skills, with the ability to influence and communicate effectively at all levels.
• Commercially aware, with the ability to manage budgets, supplier performance, procurement activity, and value-for-money outcomes.
• High attention to detail, particularly in relation to technical documentation, compliance, testing, and handover records.
• Resilient, organised, and able to manage multiple priorities in a fast-paced operational environment.

• Recognised project management qualification such as PRINCE2, APM, PMP, or equivalent practical experience.
• Relevant technical security certifications or manufacturer training in access control, CCTV, video management, or integrated security platforms.
• Knowledge of relevant UK standards, guidance, and good practice relating to security systems, CCTV, access control, data protection, and contractor management.
• Experience working in regulated, high-security, or complex operational environments.
