Cambridge International Systems, Inc. has a Technical Recruiter opportunity available based in Charleston, SC, with an opportunity to work a hybrid schedule. Technical Recruiter will report to the Recruiting Manager, partnering with the HR and Recruiting team of 5.

ROLE RESPONSIBILTIES
The Technical Recruiter is responsible for providing DoD contractor recruiting expertise for positions located in the United States and overseas. This individual will recruit for current and contingent opportunities while maintaining a continuous pipeline of well-qualified talent. The Technical Recruiter will attend events on behalf of the Cambridge Recruiting team to include job fairs, conferences, networking events, and trade shows. This position will also require administrative duties in support of the hiring process.
Below are the typical tasks of the Technical Recruiter:

  • Responsible for recruiting a variety of technical and mission-essential positions, including engineers, system administrators, programmers, database administrators, controllers, site managers, operations specialists, etc. as well as corporate positions supporting finance, human resources, security, quality, communications, and business development.
  • Source, interview, and select applicants for technical positions.
  • Posts requisitions and tracks candidates in the applicant tracking system.
  • Evaluates employment factors such as job experience, education and training, skills, knowledge and abilities, and other data pertinent to classification and selection of candidates.
  • Develops network/pipeline to ensure constant flow of qualified candidates using web-based tools, agencies and recruiting contractors.
  • Prepares applicant assessment, provides applicants with information on the company, checks references, and ensures successful hiring and on-boarding process.
  • May participate with management to develop job specifications, make salary recommendations and negotiate starting salary with management and candidate, administer tests and interpret results, and arranges transportation of selected applicants.
  • Collaborates with hiring managers to create and review employment requisitions and develop staffing plans.
  • Communicates with hiring manager on the status of requisitions, candidate quality and candidate pipeline.
  • Maintains contact with hard-to-find skilled candidates using various communication techniques to keep the candidates interested in the Company.
  • Creates and fosters relationships with colleagues and diverse professional organizations to attract and recruit critical skilled candidates, alumni and diversity applicants.

SKILLS & ABILITIES

  • Has a success rate of hiring up to 50 positions/year.
  • Can actively source several positions at one time while managing administrative items such as posting requisitions, updating status reports, making verbal offers, and reviewing formal offers.
  • Must be able to manage and resolve complex technical sourcing issues.
  • Has successful recruiting experience for technical positions requiring DoD security and special access clearances.
  • Is comfortable cold calling, emailing, texting and using other technologies to connect with a qualified talent pool.
  • Can review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements.
  • Understands technical position requirements and can interview job applicants with technical skills to select people meeting employer qualifications.
  • Understands international position arrangements such as expatriate, TESA, non-TESA and has a track record of recruiting for roles overseas in Europe and South America.
  • Understands the compliance requirements for Cambridge’s Affirmative Action Plan (AAP), Vets Reporting and EEO reporting
  • Can develop talent acquisition and management strategies and identify gaps.
  • Can develop a qualified talent pool for current and future positions.
  • Is a team player and has the interest and ability to create a partnership with hiring managers and across administrative departments.

Required QUALIFICATIONS

  • Bachelor's (or equivalent) with 4-6 years of experience, or a Master's and 3 years of experience.
  • Military service and/or understanding of Department of Defense military/armed forces history, mission, structure and functions.
  • Career level with a complete understanding and wide application of technical principles, theories and concepts, and independently determines and develops approaches to solutions.
  • Experience working autonomously, providing technical solutions to a wide range of difficult problems.
  • Proficient knowledge of Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS); JazzHR and ADP WorkforceNow is desired
  • Clear understanding of Affirmative Action and Equal Employment Opportunity.
  • Good research techniques for finding resumes on professional job search sites.
  • Communication skills supporting strong networking and personal interaction.
  • Experience sourcing and recruiting with social media and job boards; professional presence on LinkedIn required.
  • Strong proficiency in the areas of Business Acumen, Ethical practice and Global & Cultural Awareness.
  • Proficiency with MS Office suite, especially Outlook, Word, and Teams; experience editing and populating Adobe PDF.
  • Positive attitude and strong oral and written communication skills.

DESIRED QUALIFICATIONS

  • Knowledge of international labor laws in locations such as: Germany, Colombia, Bahrain
  • Membership of SHRM or a local SHRM chapter

TRAVEL REQUIREMENTS

  • May require traveling short distances to job fairs, conferences, networking events, and trade shows. Rare overnight travel required.

PHYSICAL ENVIRONMENT AND WORKING CONDITIONS

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.
  • Prolonged periods of sitting at a desk and working on a computer.
  • May require non-standard hours for conducting interviews and connecting with hiring managers and candidates.
