MSH is seeking a Technical Manager, Partner Coordination and Capacity for a 5-year $25 million health systems strengthening (HSS) project in Liberia. The purpose of the USAID-funded Liberia Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results: (1) Strengthened decentralized health governance; (2) Improved quality of health services; (3) Sustainable health financing mechanisms implemented; (4) Increased transparency and accountability around health resources for improved service delivery; and (5) Local Liberian organizations successfully implement donor-funded health activities.

OVERALL RESPONSIBILITIES: 

The Technical Manager for PCCS is accountable for project deliverables, results, implementation and ongoing monitoring of the project activities related to PCCS, including fulfillment of technical strategy project activity and people management, documentation and reporting, client and stakeholder relationships related to PCCS activities. 

SPECIFIC RESPONSIBILITIES:

  • Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans related to PCCS activities as per MSH technical standards and guidelines.
  • Coordinate LHS partners and ensure they are implementing their respective workplan activities and connecting them to LHS technical and operations staff as appropriate.
  • Coordinate and facilitate the uptake by partners of MSH capacity assessment and strengthening tools and approaches, liaising with other LHS technical, MEL, finance and administration colleagues to coordinate partner capacity strengthening activities.
  • Collaborate with the project leadership to ensure PCCS activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance.
  • Manage and mentor the LHS MSH County Coordinators as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, appraisals, and coaching.
  • Participate in technical forums, working groups, and other meetings with host country government and other counterparts as needed.
  • Continually scan the project environment and ensure effective dialogue and relationships with project client(s), beneficiaries and other stakeholders.
  • Build and maintain strong working relations with key stakeholders and partners. Provide effective and timely responses to inquiries and concerns.
  • Ensure effective project collaboration, coordination and internal partnerships with other MSH projects in country to build synergies across programs for maximum impact.
  • Ensure technical excellence within budget and on-time delivery of activity results related to PCCS.

QUALIFICATIONS

  • Master's degree in public health, health administration, health sciences, or related field.
  • A minimum of eight (8) years of related technical experience. Experience in coordinating project activities and/or capacity strengthening programs. 
  • Ability to provide technical leadership and support for capacity strengthening activities.
  • Ability to develop and implement institutional and organizational development strategies, plans, and activities, including assessment, action planning, implementation, and evaluation.
  • Ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and professionally with government agencies, NGOs, private sector groups, USAID, and international organizations. 
  • Ability to align diverse, multi-level teams with project goals, objectives, and result areas.
  • Diplomacy, written and oral communication, and negotiation skills.
