OVERALL RESPONSIBILITIES 

 

This position will be responsible for technical direction, ensuring that staffing is aligned with the project’s vision, goals, and plans to achieve results. With guidance and support of the Project Director (PD), the Technical Director (TD) will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project program areas and units to improve supply chain systems for commodity security, logistics, and regulation (covering supply chain, HR TA, MIS), and coordinate multi sectoral efforts for UHC implementation. The TD will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to U.S. Department of State (DOS) and other stakeholders we serve, including but not limited to high-quality documentation of project’s successes and lessons learned for local and international audiences, as well as quarterly and annual reports.   

   

SPECIFIC ACCOUNTABILITY 

 

  • Provide technical leadership and managerial oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities and coordination with MSH headquarters. 
  • Support coordination and collaboration with partners, donors, U.S. Embassy DOS team, and in-country counterparts and stakeholders, particularly the Ministry of Public Health. 
  • Lead technical oversight for broader program activities, including UHC-related components, ensuring coordination with supply chain strengthening efforts and alignment with national health strategies. 
  • Provide strategic guidance on sustainable health financing models to support UHC implementation, including HIV and other priority health services.  
  • Support policy development and implementation of supply chain management activities, including guidelines, SOPs, and tools for improved health service delivery and HIV and malaria commodities access. 
  • Serve as a member of the Cameroon Leadership Team, working in close collaboration with its members to ensure coordinated and effective operational support for the project. 
  • With the Monitoring, Evaluation & Learning (MEL) lead, promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Cameroon, as well as the support team members at headquarters. 
  • Ensure effective communication and coordination is established and maintained with the relevant MSH staff. 
  • When appropriate, serve as Acting PD. 
  • Advise the PD in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants. 
  • Set direction and coordinate annual workplan development, implementation, and review.  S/he will ensure alignment with national and donor strategies. The TD will identify opportunities for integrated planning and implementation creating synergies between various program areas.   
  • Guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks. 
  • Supervise technical staff and consultants as needed.  Act as technical contact for consultants, review and approve consultant deliverables, and oversee consultant scopes of work. 
  • Contribute actively to sharing and documenting knowledge, achievements, and learnings internally and externally.  

QUALIFICATIONS

  • Advanced degree in pharmacy,  medicine, or public health. A postgraduate degree/diploma in supply chain management is an asset. 
  • A minimum of 8+ years of progressively responsible, related experience in implementing supply chain or pharmaceutical regulatory strengthening related projects/interventions at national and regional levels.  
  • Demonstrated experience in designing and implementing UHC-related interventions, including health financing and policy development.  
  • Familiarity with the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) Country Operational Plan (COP) activities and Global Fund mechanisms. 
  • Ability to coordinate multi-sectoral stakeholders  
  • Proven track record in capacity building in field study closely related to the assigned responsibilities 
  • Good understanding of health economics, health systems strengthening, and resource mobilization in low-resource settings. 
  • Prior experience and success with similarly-sized complex donor-funded health projects in Cameroon, preferably with United States Government (USG)-funded projects.   
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USG and other donor organizations. 
  • At least 8 years of supervisory experience. Must have a proven track record of building teams and fostering collaboration achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with DOS regulations, administrative procedures in the implementation of donor assisted projects, and MEL frameworks 
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit. 
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills. 
  • Strong communication skills, including written and oral presentations, in French and English required.
