The Opportunity

Do you excel at bridging the gap between mission-critical operations, technical innovation, and engineering execution? CACI is seeking a highly motivated Technical Business & Project Analyst with an active TS/SCI clearance to support a high-profile program within the Federal, Department of Defense (DoD), and Intelligence Community (IC) sectors.

In this unique role, you will be responsible for coordinating all aspects of a project from its inception to completion, combining robust business analysis with engineering coordination to ensure technical projects are completed on time, within budget, and meet strict quality and safety standards. You will serve as the essential bridge between the technical engineering team (engineers, designers) and project management leadership. This position requires 100% onsite support at a secure facility, with approximately 10% local travel to nearby customer installations.

Responsibilities

  • Coordinate engineering and technical project lifecycles from project initiation through deployment, ensuring schedule, budget, scope, and quality objectives are achieved.

  • Develop, maintain, and execute integrated project plans while collaborating across engineering, operations, program management, and customer organizations.

  • Serve as the primary liaison between technical engineering teams and project leadership to ensure seamless communication and project execution.

  • Monitor engineering designs, technical solutions, and system implementations to verify compliance with operational, functional, and customer requirements.

  • Identify, analyze, and resolve engineering issues, project risks, technical dependencies, and integration challenges throughout the project lifecycle.

  • Ensure compliance with DoD, Intelligence Community, security, quality assurance, and safety standards for all engineering activities.

  • Conduct stakeholder interviews, facilitate workshops, and document current-state ("As-Is") and future-state ("To-Be") business processes to improve operational efficiency.

  • Translate mission requirements into detailed business requirements, technical specifications, engineering documentation, and implementation guidance.

  • Develop user stories, functional requirements, workflow diagrams, mockups, and mission use cases utilizing Agile methodologies.

  • Facilitate customer meetings, project briefings, technical reviews, and executive status updates for Government leadership and key stakeholders.

  • Coordinate project deliverables across multidisciplinary teams to ensure timely completion and successful customer acceptance.

  • Provide technical guidance, mentoring, and quality assurance reviews for junior and mid-level analysts.

  • Support engineering modernization initiatives involving IT infrastructure, systems integration, hardware/software deployment, and operational transformation.

  • Maintain comprehensive project documentation, action item tracking, risk registers, and configuration management artifacts.

Qualifications

Required
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

  • Bachelor's degree in Engineering, Computer Science, Information Systems, Aerospace Engineering, Electrical Engineering, Mechanical Engineering, Systems Engineering, or a closely related technical discipline.

  • Minimum of 5 years of experience performing business analysis, technical requirements management, engineering coordination, or systems integration within the DoD or Intelligence Community.

  • Demonstrated knowledge of engineering principles supporting IT infrastructure, systems deployment, hardware/software modernization, or enterprise technology implementations.

  • Experience coordinating cross-functional engineering projects from planning through implementation.

  • Strong analytical, organizational, problem-solving, and technical documentation skills.

  • Experience developing technical requirements, process documentation, workflows, use cases, and engineering deliverables.

  • Proven ability to communicate effectively with engineers, program managers, executive leadership, and Government customers.

  • Prior leadership experience serving as a Team Lead, Task Lead, Project Lead, or mentor for analysts or engineering teams.

  • Current CompTIA Security+ CE certification.

  • Experience supporting large-scale engineering modernization or digital transformation initiatives within classified environments.

  • Experience working in Agile, Scrum, SAFe, or hybrid project management environments.

  • Familiarity with systems engineering methodologies, systems integration, enterprise architecture, or mission systems engineering.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$103,800 - $218,100
