FHI 360 is seeking qualified candidates for the position of Team Leader (Senior Programme Leader) for the multi-year Foreign, Commonwealth and Development Office (FCDO) ASEAN-UK Health Security Partnership (HSP). The goal of the FCDO ASEAN-UK Health Security Partnership (HSP) is to improve capacity for the prevention, detection, and response to health threats in ASEAN and its 10 Member States plus Timor-Leste, contributing to improved regional and global health security. The position is based in Jakarta, Indonesia.

Position Description
The Team Leader will have experience leading large, complex and multi-stakeholder health programmes in excess of $25m, with a technical focus on health security, health systems strengthening, and infectious diseases. They will lead, manage and guide the project, ensuring that project deliverables are met on time and delivering desired impact. The Team Leader will manage the entire team on the programme and the short-term technical assistance experts as needed. The Team Leader will also have primary responsibility for ensuring successful integration of consortium partners in a one-team approach.
The Team Leader will be the primary liaison with the FCDO, ASEAN Secretariat counterparts, key collaborators and partners. They will achieve synergy with relevant regional and national level institutions, programmes and donor-funded projects operating across South East Asia.
The Team Leader will have experience leading large, complex and multi-stakeholder health programmes, with a technical focus on health security, health systems strengthening, and infectious disease. The candidate should have experience of working in South East Asia with project delivery and management experience in the region.
Primary responsibilities and Accountabilities

Spearhead technical leadership for the team across the programme. The Team Leader will ensure all programme delivery and progress towards achieving programme outcomes and impact, including building on the gains of previous health security and systems strengthening investments and activities.

Lead technical staff and STTA to ensure targets are met and associated deliverables are produced on time and are of high quality.

Provide technical guidance on the technical components of the project: a) grantee selection and implementation oversight, b) TA provision to country-level and regional institutions, ASEAN key collaborators and FCDO country posts through the Technical Assistance Hub; c) peer exchange award selection and knowledge exchange.

Lead and ensure a smooth working relationship with FCDO and relevant UK Departments.

Build and maintain strong relationships with the ASEAN Secretariat, ASIAN Health Cluster, grantee institutions, key regional institutions, civil society, private sector, academia, regulatory bodies, and health associations to facilitate cross-learning and sharing of best practices.

Lead the development and quality assurance of all programme workplans, M&E plan, reports and reviews.

Ensure the achievement of high-quality results as committed in the work plans and M&E plan.

Oversee and monitor programme budget, ensuring budget discipline and compliance with FCDO requirements and FHI 360 policies.

Supervise the development and submission of quality technical deliverables and provide accurate and timely reporting to FCDO and key collaborators on all programme areas.

Ensure regular engagement and sharing of lessons with other FCDO programmes in the region to jointly progress towards health security objectives in the region.
Education
-
Bachelor’s degree or its international equivalent in public health, medicine, public administration, international development, or a related field. Master's preferred.

Project Management (PM) Certification preferred.
Experience
-
At least 12 years of relevant experience in international development at a senior programme management level. 15 years preferred, including 8+ years of line management experience.

Team leader or Chief of Party experience demonstrating leadership of large diverse teams and management of complex donor funded health programmes (preferably with FCDO).

Previous experience of working with the ASEAN Secretariat, and, specifically, the ASEAN Health Cluster, and be seen as a respected and fair broker.

Technical health expertise in health security, health systems strengthening and one health. In-depth understanding of the ASEAN countries’ health security context.

Strong understanding of health systems and experience of working in health sector in Sout- East Asia- particularly the ASEAN countries.

Expertise in managing a diverse range of collaborators in the region including UK-ASEAN stakeholders.

Strong project management, financial, problem-solving and consortium management experience

Experience in thinking and working politically and forming effective partnerships with key collaborators to ensure progress on project objectives.

The Team Leader will be a full-time position in Jakarta, Indonesia.

Knowledge and experience working in Indonesia and/or with the ASEAN Secretariat is sought; some basic Bahasa Indonesia is also desirable.
