Job Summary:
§Manages day-to-day operation and delivery of certification and testing services in the assigned product group. Schedules, assigns work and control service delivery output. Manages all aspects of the employee’s work; allocates resources as required; monitors daily productivity, quality of work, regular equipment maintenance, and progress against established goals and targets. Ensures all aspects of the services delivered meet divisional and corporate policies and procedures. Determines and initiates actions required to improve service delivery. Corrects operational and equipment related deficiencies as appropriate to ensure deadlines and financial targets are met. § Manages employees by providing direction and leadership to all service delivery employees within the designated area. Hires, trains, disciplines and terminates staff as required. Develops and assigns performance/productivity goals and monitors the efficiency levels of staff to ensure high quality execution of certification and testing services. Assists in the growth of employees through training and career development activities. Approves employee overtime, vacation, and expense accounts as appropriate. § Develops the business plan and operating budget items for the assigned product group in conjunction with the Operations Manager. Determines annual capital and capacity requirements and develops forecasts based on these determinations. Monitors progress towards accomplishing plan objectives and budget targets, including purchase and installation of capital equipment. Identifies and implements any corrective actions required to achieve goals. Responsible for ensuring customer satisfaction indicators and financial targets are met (revenue and margin) for the designated area. § Manages and resolves customer issues concerning certification and testing on a regular basis. Responds to general questions; provides technical assistance, discusses and resolves issues around scheduling and project completion. Identifies and resolves customer complaints and employee related performance issues. Cultivates good CSA-customer and employee-manager working relationships. § Responsible to ensure the high quality and safe delivery of certification and testing services within the product group. Ensures all staff is trained in appropriate work methods and is compliant with divisional quality and safety procedures. Monitors the quality of the work completed by the product group staff; identifies and resolves any gaps in product knowledge, technical skill level, and customer service or safety procedures. Responds to non-conformances resulting from everyday operations, quality and safety audits and implements corrective actions. Demonstrates and promotes a commitment to service delivery quality and safety. § Assures service delivery and leads certification projects as necessary. Reviews and signs-off work; authorizes certification reports; conducts assignments and performs assessments in manufacturing and service industries against internationally recognized standards may also be required. § Develops monthly management reports. Provides regular information on the product group’s financial results, productivity, customer satisfaction, and safety as requested by the Operations Manager. Contributes to highly sensitive and confidential reports concerning items such as capacity management, organizational redesign, work relocation, employee job content, and policy/procedure development. § Ensures that corporate and divisional procedures and guidelines are effectively communicated and implemented in the unit. Disciplines staff that fails to comply with communicated policies and procedures. Informs staff of relevant organizational or work changes as appropriate. § Manages certification projects concurrently and ensures completion within time frames and cost deadlines. Evaluates products against requirements of the national/international standards and precedent decisions. Makes technical decisions. § Reviews test data, reports and authorizes application of CSA Mark. Prepares and/or signs Certification Reports and Certificates of Compliance. Makes field trips and performs test work at manufacturer's facilities as required.
§ Performs witness testing at clients or third party facility for certification. Provides client with assistance in solving problems/failures without divulging proprietary information § Maintains accurate, orderly and complete test data. May be required to overview laboratory tests. Analyzes test results and determines compliance. May identify reasons for inconsistencies between data and expected results. Conducts construction evaluation, ensuring the unit complies with the construction section of the standard; identifies rationale for compliance or non-compliance. § Evaluates and qualifies companies in the administration of Certification Programs. Reviews customer test methods and systems; reviews new/old product designs and all applicable documentation. Ensures all test equipment and quality procedures are within guidelines. Provides technical briefings on new and existing requirements. § Provides technical information service to clients. Liaison with customers in the design stage to ensure requirements of national/international standards are met without compromising confidentiality. Provides technical guidance and training. Answers inquiries regarding standards and legal requirements. § Qualified to perform (CB) Report reviews and conduct Category Audits. Acts as a mentor.
§ Bachelor's or degree in Engineering with 5-7 or more years of job related experience § 3-5 years of managerial/supervisory experience § Thorough knowledge of Standards and testing procedures § Thorough knowledge of CSA certification options, programs and services applicable to a variety of equipment § Is fully knowledgeable in all national/international standards through research of standards, documentation, bulletins and technical articles in area of specialty § Good interpersonal, communication and presentation skills required § Conflict resolution skills to deal with employee and customer issues § Strong organizational and time management skills to complete job tasks independently and in a time-efficient manner § Ability to work unsupervised, in a team-based work environment § German and English fluent
§ Ability to communicate effectively with external customers, auditors, QA Managers and technical staff § Customer satisfaction focus § Ability to assess and report on upcoming product trends within the assigned market group § Problem resolution to deliver high quality and timely service § Analysis required to formulate financial and business plan forecasts § Reads, interprets and develops engineering drawings § Technical report writing § Computer proficiency (Word processing, Microsoft Word, Excel); keyboarding § Use of various lab equipment, instruments and tools
